APFM, Multi Location
The primary objective of this assignment is to advise, assist and support the Directorate General Budget (DGB) at the Ministry of Finance (MoF) on a range of priority public financial management (PFM) reform issues, including budget reform strategies, implementation of the Provincial Budgeting Policy, Operations and Maintenance (O&M) Policy, budget execution issues, sectoral budget development issues, coordination of reform efforts, and appropriate operational modalities. Principle duties and responsibilities are listed below.
I. Reporting
The Budget Reform Advisor reports to the APFM Budget Component Director or his/her designee.
II. Principal Duties and Responsibilities
Advise and support the DGB in assessing budget reform implementation strategies and oversight mechanisms.
Recommend corrective measures and initiatives to the DGB for better budget reform implementation and oversight.
Monitor the proper implementation of the Provincial Budgeting Policy and contribute to preparation and improvement of the quarterly implementation reports to the DGB which will be sent to Minister of Finance and Cabinet.
Advise and assist in identifying budget reforms links with other strategic efforts of the Department (e.g., PFMR II) to support the strengthening of reforms coordination and to harmonize efforts and mutual objectives.
Advice and assist the DGB in the formulation of national implementation of provincial budgeting and O&M policies and other DGB reforms.
Advise and assist the DGB in devising implementation plans, strategies and operational modalities for improving budget execution.
Contribute to the drafting of APFM reports, including APFM work plans and progress reports.
Provide data and documents on activities, as requested, to APFM's Monitoring and Evaluation Director.
Perform any other appropriate tasks assigned by the Budget Component Director or his/her designee.
Bachelor’s degree in finance, economics, business administration, public administration, project management or related field and at least 7 years of relevant experience, or Master’s degree in finance, economics, business administration, public administration, project management or related field and at least 5 years of relevant experience.
Relevant experience shall include at least 4 years of experience pertaining to project management, project procurement, program design, program management, aid coordination, advisory capacity, reform strategy or a combination of these areas.
Familiarity with the work and reforms implemented by the Government of Afghanistan.
Significant experience in planning, including the formulation of aims and objectives with demonstrated ability in setting and managing priorities.
Excellent communication, negotiation and analytical skills.
Fluent spoken and written English language.
Excellent knowledge of Dari and Pashto.
Knowledge and proficiency in standard Microsoft Office desk-top applications.
Excellent organizational and prioritization skills.
Experience working with international donor technical assistance programs preferred.
