Job Summary

The Chief Petroleum Inspector will be assigned into the Technical Services Directorate which is one of the directorates in the Petroleum Authority. This Directorate has the responsibility of monitoring the activities related to Geology, Well Engineering, Drilling Engineering, Reservoir Engineering, Petro-physical Engineering, Production Technology, Production Engineering and Surface Facilities up to the point of hydrocarbon sale. The scope of assignment for the Chief Petroleum Inspector will cover all aspects of engineering inspections especially on the surface facilities, pipelines and well/drilling sites.

Duties & Responsibilities

The Chief Petroleum Inspector will head a division under the Technical Services Directorate. He/she will directly report to the Director of Technical Services.
The Chief Petroleum Inspector will be responsible to manage and run the Division giving proper guidance to the staff in the Division.
The Chief Petroleum Inspector will be required to carry-out, among others, the following tasks:

Develop the following guidelines/strategies consistent with Good Oil Field Practices & International Standards:-
o General site Inspection procedures/manuals
o NDT guidelines
o Inspection of Radioactive/hazardous materials guidelines
o Excavation guidelines
o ROW guidelines

Develop work plan for the Division to support the mission and vision of the Afghanistan Petroleum Authority (APA).

Develop training programs for the staff in the Division.

Assist in the management of PSC & any other HC contracts.

Recommend for the approval of applications for License, Permits or Approval pursuant to the law and regulations.

Review development plans related to inspection process submitted by an operator.

Develop, maintain and review inventory of inspection activities.

Review operator’s HSE plan including Emergency Response Plan (ERP) and radioactive material storage that meets the international standards.

Job Requirements

The successful candidate should have the following skills, experience and qualifications:

Bachelor’s Degree in Mechanical/Petroleum Engineering or any other Engineering from an accredited university.

5 years of work experience in upstream oil and gas industries

Experience in managing engineering inspections for facilities, pipelines/flow-lines, well & drilling sites.

Computerliterate and able to give presentations in English

Maintain confidentiality of data and respect data dissemination policies.

Good networking and teamwork skills.

Strong English (written and oral communication skills). Fluency in Dari and Pashto is an advantage.

Strong sense of initiative, follow-up and result orientation.

To be able to regularly travel domestically and internationally.

5 years of work experience in upstream oil and gas industries
