Job Summary

CARE is committed to improving the social positions and human conditions of the socially excluded by addressing the issues affecting the most vulnerable. CARE’s rights based programming approach underpins the Widows Association for Advocacy in Afghanistan (WAFAA) initiative to organize and institutionalize widows into a single voice. Building on its experience, CARE is working to facilitate the process so that women are able to continue to challenge the social structure of their subordinated gender role that prevails in Afghanistan and gradually attain an equitable position in society.

At its core, the goal of the project is to build the capacities of the widows and their families to access their rights and attain self-sufficiency by federating them into an association to advocate for their rights.

WAFAA interventions have aimed to bring lasting change in the status and social position of widows by building their capacity and enabling widows to find their own solutions to their common problems. Empowering widows to advocate for their legal, social and human rights is a step towards building peace, good governance and social justice.

The Communications & Advocacy Advisor (CAA) is responsible for the overall communications and advocacy component of HAWA program with a specific focus on achieving WAFAA project’s advocacy and networking objectives. The CAA will work under the direction of the HAWA Program Coordinator in close collaboration with HAWA Unit Heads and Senior M&E Advisor and in coordination with other CARE Afghanistan program units.

Duties & Responsibilities

1. Develop a communication and advocacy strategy women’s empowerment program of CARE International;
2. Develop an implementation plan for communications and advocacy activities;
3. Based on the approved strategy, develop a training package for program staff to improve skills and knowledge on communications and advocacy;
4. Prepare advocacy and other promotional material (including media alerts and press releases) which should be creative and compelling with a strong focus on local information, story lines (features stories), photographs, sound, and video, and other creative media mediums with close collaboration with CARE’s Program Quality Development and Learning unit;
5. Establish linkages with sister organizations and advocacy networks for cooperation and collaboration
6. Maintain linkages and provide support to other CARE Afghanistan program units in the development of advocacy strategy and plans
7. Establish linkages with press and media for advocating women’s right issues
8. Establish linkages with relevant stakeholders for attracting their support for advocacy and or ensure women get their at different levels and with
9. Ensure coordination and arrangements of meetings, exchange visits between women’s federation and other advocacy networks, and discussion forums/groups,
10. Ensure adequate dissemination of reports, researches developed at program level to relevant stakeholders Act as focal point for program communication,
11. Work in close coordination with partner organizations and other stakeholders in determining information requirement and needs for advocacy purposes;
12. Provide necessary information, to assist in the elaboration of different kinds of reports to donors and stakeholders. Support the program in the documentation of project case studies, lessons learnt, advocacy campaigns, donor proposals, project reporting;
13. Any other job related tasks as may be properly assigned.

Job Requirements

EDUCATION: Bachelors Degree, preferably a master degree in law, social work, community development subjects or management.


WORK EXPERIENCE: At least five years of relevant professional experience of which at least 3 years in communication / advocacy preferably related to humanitarian and development issues particularly women’s right with NGOs, development organizations, or UN agencies.

SKILLS: Demonstrate a strong understanding of the complex interrelationships of factors which impact on women’s social and economic empowerment
Capacity to identify opportunities to promote the long-term goal of CARE’s women and girls empowerment program
Identify and use synergies across all HAWA projects and with external partners to improve organizational success
Strong interpersonal skills and emotional intelligence, gender sensitivity and understanding of cultural diversity issues.
Demonstrated ability to work in a team with a capacity to work under pressure and with a high degree of independence.

LANGUAGES: Excellent knowledge of both written and spoken English Dari or Pashto is required.

GENERAL: Willingness to work under pressure. Willingness to travel to project sites in provinces

DECISION MAKING AUTHORITY:
The incumbent is authorized to utilize budget, request for staff hiring, approval and disapproval of projects, identifying location and allocation of program resources, recommend staff promotion and demotion.
WORKING CONDITION
Stationed in Kabul Main office with trips to provincial/site offices.
