Job Summary

The Data Entry and Analysis Independent Contractor will input data from a survey on budget capacity and training needs of various ministries into Excel sheets and develop and run formulas to aggregate results which will allow for analysis and report compilation. The assistance will support reforms to improve effective budget development and execution. Principle duties and responsibilities are listed below. The Data Entry and Analysis Independent Contractor will be paid based on output as described in the Scope of Work for this assignment. The candidate will not be an employee of the APFM project and will not receive benefits provided to project employees. The duration of this assignment is 90 days. The assignment is scheduled to commence on or about September 30, 2016.

I. Reporting
The Data Entry and Analysis Independent Contractor reports to the Budget Component Director or his/her designee.

Duties & Responsibilities

The following duties are to be performed:
 Input data from survey on PFM capacity and training needs into an Excel sheet in English from Dari.
 Develop formulas and macros to convert input into a form that allows aggregation.
 Test the formulas then run the macros to aggregate the results by ministry.
 If requested, prepare analysis of results.
 Provide regular reporting on activities in accordance with the APFM Monitoring and Evaluation Plan.
 Perform any other appropriate tasks that support project activities as assigned by the APFM Component 2 Director or his/her designee.

Job Requirements

 Bachelor’s degree in economics, finance, accounting or related field.
 Minimum three years’ budget experience in Afghanistan.
 Proficiency in Microsoft Office, especially Excel, mastery of data and statistical functions.
 Ability to communicate and work effectively in a cross-cultural environment.
 Excellent organizational and prioritization skills.
 Ability to write and verbally communicate clearly and concisely in English and Dari or Pashto.
 Experience working with Afghan government agencies preferred.
 Experience working with international donor technical assistance programs preferred.
