BACKGROUND:

DAI is implementing the USAID funded Afghanistan Competitiveness of Export-Oriented Businesses Activity (ACEBA) Program. The objective of this program is to enhance capacities of Afghan exporters and micro, small, and medium-sized enterprises (MSMEs) associated with export-oriented value chains, such as carpets, marble and granite, precious stones and jewelry, textiles, and cashmere as a means of promoting sustainable economic growth and increasing employment. 

Job Summary:

PURPOSE

Working under the overall direction of the Operations Manager, and in coordination and collaboration with project technical staff, the Facilities Specialist will have the primary responsibility of ensuring timely provision and delivery of all required administrative support to execution of the ACEBA.

Duties & Responsibilities:

OBJECTIVE AND DUTIES: 

• Serve as primary project contact to address and resolve issues arising from property rentals, including meetings with landlords or property representatives.

• Manage project properties and facilities maintenance and repair; including the provision of available electricity, water supply and other utilities and services, training and supervision of all support staff providing cleaning and meals services at the Kabul office.

• Inspect Kabul office building and property daily to note services needed and proceed to oversee and monitor all required cleaning, maintenance and repair in the direct full-time maintenance staff. The facilities specialist will meet with support staff daily to review and prioritize tasks as required.

• Approve the selection of electrical, plumbing and other interim repair service providers, including office equipment and appliances repair technicians, and ensure the quality performance of the contracted work by monitoring the work in progress and performing final inspection at completion of work to approve payment.

• Managing the facilitation of special events, staff meetings and workshops as requested.

• Monitor supplies for all cleaning and maintenance materials, clerical and other expendable items, ensuring proper organization, storage, inventory and accountability by subordinate staff.

• Oversee and monitor Kabul office generator fuel deliveries, including the review of fuel consumption reports, and advise as to when new fuel delivery is required.

• Brief immediate supervisor daily on outstanding issues and priority tasks and advise any significant matters requiring urgent attention.

• Other tasks that may be assigned by the immediate supervisor.

Qualifications:

QUALIFICATIONS

Education: 

• University degree with 4 years of related experience or 7 years overall experience. 

Work Experience: 

• Experience working in a similar position for an NGO or an international organization is preferred. USAID-funded project experience is a plus. Must have willingness to travel to provincial field offices if needed.

• Ability to work effectively in a fast-paced, stressful environment is a must. In addition, must be flexible, willing to perform other duties as assigned by supervisor and work irregular hours.
