Job Summary

Open Society Afghanistan is looking for a full-time Finance and HR officer to join its Kabul office. The officer will report to the Country Director of OSA .

Duties & Responsibilities


Financial Management Responsibility:

Managing OSA’s finances and working remotely (online) with OSF, systematically recording and tracking all office expenses and related budgetary matters.
Processing payroll and submitting payroll tax to MOF.
Processing procurement vouchers and payments of recurring services in a timely manner.
Preparing monthly financial reports.
Financial record keeping and filing of all financial transaction both as hardcopy and soft.
Maintaining an up-to-date budget log with all the operation expenditures.
Responsible for bank, cash and managing OSA Afghanistan bank account, to include monthly bank reconciliation.
Documenting all financial transactions by entering account information into a general ledger.
Complying with Afghanistan’s legal requirements by studying existing and new legislation, enforcing adherence to requirements, and advising the CD on needed actions.
Coordinating and managing cash flow with the CD to ensure sufficient balances are available at all times.
Developing annual budget with the assistance of the CD and program manager and uploading it in Adoptive Insight.
Producing reports from F.C. (Adoptive Insight) on OSA finances.
Assisting program officers in developing the financial health of grantees for the organizational assessment processes.
Managing the Finance and HR assistant per his contract and ToR.
Performing all other duties as may be assigned by the CD or program manager.


Human Resources:

Preparing job advertisements for recruitment purposes.
Preparing the short list for the review of the CD
Arranging the interview schedule with the shortlisted candidates
Keeping the attendance and leave records for all OSA staff with the administrator.
Ensuring all recruitment, personnel management actions and benefits conform to OSA policies and best practice as well as Afghan labor laws.
Keeping up to date the GSA (General Staff Administration) at KARL.
Scheduling Performance Appraisals in coordination with CD and Program Manager
Holding staff meeting with the support staff and program officers in case of any HR related issue.
Performing all other duties as may be assigned by the CD or program manager.
Preparing Learning and development plan for the staff on annual bases.

Job Requirements

Undergraduate degree preferably in Accountancy and Finance, Economics, Business Administration.
Minimum 5 years of experience working in the field of Finance and human resources.
Excellent communication skills in Dari or Pashto and English required.
The candidate should be able to work independently and as member of team;

Strong Communication and Interpersonal Skills

Good Administrative Skills

Trustworthy in Discreet

Highly Organized

And must be willing and able to travel extensively.
