Job Summary

The successful applicant will work under the direct supervision of the NRRCP Secretariat Director within the Ministry of Mines. The purpose of this position is to provide advisory support and technical assistance to the NRRCP stakeholder ministries, Independent Authorities within the Ministry of Mines and the NRRCP Secretariat. Summary of Key Functions are given below:

Duties & Responsibilities

- The Financial Analyst, in close coordination with Transport Economist and other specialists within the Secretariat, shall conduct necessary analytical, diagnostic, market and feasibility studies as useful to the Infrastructure Cluster and relevant projects within the Ministry of Mines.

- In coordination with the Secretariat staff and other projects, the Financial Analyst shall contribute to the development and structuring of financial analysis of projects across resource corridors themes i.e. infrastructure, community development, private sector, mineral, oil & gas and etc.

- Based on various findings that the Analyst needs to conduct, she/he shall regularly prepare informational documents for the Secretariat that may be used by the Infrastructure Cluster and MoM Projects in order to identify issues relevant to costing and financial analysis of large scale infrastructure, mineral and oil & gas projects along the proposed resource corridors.

- The Analyst will also identify capacity needs in these areas and provide recommendations for improved and systematic approaches that may be supported by the Secretariat to adequately address these areas.

- The Analyst would be required to conduct financial modeling for key infrastructure, mineral and oil & gas projects to assess their financial viability, drawing on expertise of sector specialists in the Secretariat and other departments within MoM and stakeholder ministries.

- The Analyst would be required to identify and evaluate potential models for financing the needed components of the resource corridors as well as other relevant projects within MoM. This would include a thorough options analysis, scenario analysis and cost recovery analysis of the proposed projects.

- The Analyst will conduct risk and sensitivity analysis of projects and has to recommend solutions for the sustainability of these projects.

- The Analyst will support the Transport Economist in developing of business cases and providing support to other MoM projects, where needed. Also, he/she will conduct field visits to evaluate the economics and financial requirements of transport, mineral and oil and gas projects.

Reporting Obligations
The Financial Analyst will work under the direct supervision of the NRRCP Secretariat Director and will be reporting to him.

Job Requirements


Master’s degree in Economics, Social Sciences, Public Policy, or any other relevant disciplines. However, Bachelor degree with extensive relevant experience could be accepted in lieu of a master’s degree.

At least 2-3 years of relevant experience with development projects in a similar position. Experience in financial modeling, financial analysis and financial projections would be highly preferred.

Excellent communication skills, verbal and written, in English and Dari & Pashto.

Team player, excellent inter-personal skills and strong sense of fiduciary duty.

Ability to handle effectively multiple tasks without compromising the quality, team spirit and constructive working relationships with all colleagues.

Demonstrated ability to work with the government staff and commitment to perform any other related tasks as may be assigned by the Director.

Experience in financial modeling, financial analysis and financial projections
