Salam Afghanistan Media Organization (SAMO) is the parent organization to Salam Watandar (SW) Radio Kabul (98.9FM), Salam Watandar Radio Network, SAMO Research, Evaluations and Learning (REL) center, SW News Agency (www.swn.af), Professional Media and Communications Training Hub, and SAMO Professional Technical Workshop on Media and ICTs.
Established in 2003, SAMO has been one of the nation’s leading media organizations operating in all provinces of Afghanistan through more than 100 partner stations reaching over 22 million people across the country. The organization has undertaken various multi-media outreach, awareness, and advocacy collaborative partnerships to support the international partners of Afghanistan including UN agencies, international organizations, embassies, private sector and government media needs.
SAMO’s Mission:
SAMO is a multi-media platform that reaches out to Afghans, nationwide. The organization has a multi-pronged approach – i.e. radio, TV, print, and social media – to generate debates around issues of importance to the people of Afghanistan and stir debates/engagement around them so as to ensure citizens remain informed and make informed decisions on issues and matters which affect them.

The Human Resources & Operations Manager will develop and administer all human resource initiatives and provide HR support to all departments. He/she will also be responsible for the office and operations management of the organization. By developing and implementing various systems and maintaining positive relationships with vendors, clients, and internal staff, the Human Resources & Operations Manager will help SAMO to function effectively and efficiently.
HR side:
• Work with SAMO’s Directors to update HR policy handbook to ensure it is in line with local labor laws.
• Manage staff training/development program.
• Process monthly payroll in cooperation with Finance Department.
• Maintain all personnel policies and procedures and provide guidance and interpretation to staff.
• Address employees’ queries (e.g. on compensation and labor regulations)
• Ensures strict adherence to procedures in the area of selection and recruitment, including short-listing process, screening of candidates, setting up and participation in interview panels including documentation processing for offers and deployment.
• Oversees and administers Employment Agreements, extensions, and other changes in employment including promotions and changes in job descriptions
• Maintains accurate and up to date personnel files and safeguards the privacy of personal information.
• Ensures the correct implementation of an annual performance review of all staff.
• Coordinates the intern program ensuring that correct policies and procedures are followed for the recruitment and assessment of internship placements in a timely way.
• Oversees and ensures the preparation of staff monthly timesheets using Human Resource Management system (HRM system)
• Maintain the leave balance of all staff on monthly basis using HRM system
• Ensure attendance policies are adhered to including dealing with consistently late attendance or non-attendance through the correct disciplinary procedures.
• Update staff contact list.
• Provide newly hired staff with a proper orientation to the organization and its staff.
Operation side:
• Maintain current knowledge of local government requirements related to SAMO’s operations in Afghanistan and ensure compliance with them and other legal requirements
• Provide administrative support to the Directors including preparing relevant meetings and minutes of meetings
• Manage building maintenance and contractors for maintenance
• Manage performance of cleaning, kitchen, guard and transport units
• Attend and participate in other team management meetings to facilitate coordination, understanding, and cooperation between different departments
• The role will include oversight of procedures on stock management and warehousing
• Participate in routine performance assessments
• Ensure proper assets management and internal controls, providing monthly updates to the relevant departments
• Liaise with other SAMO’s stakeholders such as Finance, Business development, RNC, REL and Technical units as required
• Facilitate in reporting and general operational activities as needed
• Support and implement operational and security policies and procedures in cooperation with the relevant departments
• Attend management team meetings and assist with overall management decisions
• Provide reports to line managers reporting on progress, activities and recommendations
• Manage and oversee office services functions including office equipment, supplies and vendors.
• Update and maintain operations manuals.
• Play leading role in office space management, including the anticipation of office space needs and managing office moves.
• Serve as purchasing agent for organization when needed.
• Serve as contact person/back-up to Security, IT and tech Departments for emergencies.
Qualifications:
• BA degree in Business Administration or related field.
• Minimum of 5 years experience in a Human Resources and Office Management or Operations Management.
• Proven work experience as an HR Operations Manager or similar role
• Working knowledge of MS Office, Accounting software knowledge a plus.
• Strong written and verbal communications skills in English, Dari and Pashto.
• Ability to present to Senior Management team and Board of Directors.
• Strong interpersonal skills and adept at employee relations including conflict resolution.
• Client focused, customer service disposition.
• Demonstrated ability to prioritize multiple projects simultaneously and exercise confidentiality.
• Highly organized and self-motivated.
• Demonstrated commitment to working with a diverse staff.
• Non-profit and/or human services background desirable but not required.
• Knowledge of payroll software, a plus.
