The main objective of the EQUIP Infrastructure Coordinator is to focus on the delivery of program priorities and assist the ISD Director in strategic program planning, management and implementation of the Program related to the infrastructure activities and reported to EQUIP Director;
The Infrastructure Coordinator will be responsible for assisting the EQUIP Director in overall planning and managing of all infrastructure activities and also supporting and overseeing the implementation of EQUIP infrastructure at various levels to ensure the Program effectiveness and efficiency. He/ she will report directly to EQUIP Director. More specifically, the work involves the following responsibilities:
1. Assist the ISD Director in overall planning and managing of Program activities under the direct supervision EQUIP Director,
2. Provide strategic guidance and backstopping support to ISD infrastructure Components
3. Assist in developing guidelines and procedures for infrastructure program implementation, ensuring that targets and objectives are met and agreed procedures are followed and that outputs are produced in a timely fashion;

3. Lead the team meetings, and initiate review of Infrastructure strategies and policies with regards to operations support;
4. Collaborate with other members of the ISD Team in developing program strategies and resolutions with the aims of fostering responsive and coherent implementation modalities for effective and timely delivery against program targets.
5. Support and follow the process of construction projects procurement and funds disbursement, recruitment, skills development within the ISD and its stakeholders and provide feedback to the MOE leadership
6. Raise the overall awareness and build the capacity of ISD functions and requirements of relevant program staff.
7. Cooperate with the Provincial Engineers and Education Directorates (PEDs) in the regions for effective implementation of the project
8. Coordinate and communicate efficiently and effectively EQUIP infrastructure activities with line departments in the MoE, NGOs, World Bank and other agencies
9. Prepare and monitor infrastructure related issues in Procurement Plans and process as per the project needs and availability of funds
10. Undertake periodic reviews and assessments of strategies and activities supporting ISD,
11. Work closely with the relevant ISD colleagues through the regular exchange of
Information to ensure the proper implementation of project targeted activities.
12. Assist the ISD Director in Managing and supervising the infrastructure Program implementation in the provinces and coordinate between the provinces and reported to the EQUIP Director,
13. Support the design of a capacity building and M&E framework that will target the specific needs of the ISD,
14. Coordinate and Communicate in regards of Prepare Monthly Progress Report of Infrastructure activities , and regularly submit to the EQUIP Director,
15. Assist the ISD Director in preparing the Annual Implementation Plan and Operational Manual for EQUIP infrastructure activities,
16. Participate in Infrastructure Management Meetings
17. Directly contribute to infrastructure strategic and planning issues and support the development of Project data base for Program Director approval which meets criteria developed by engineering team.
18. Prepare ad hoc reports, whenever needed by the EQUIP Director and requested by the donors and the Minister of Education
19. Perform other assignments given by the EQUIP Director;
20. Other duties and responsibilities as assigned by the Director or the Minister of Education.
1. University degree in Engineering Program Management, or related fields
2. At least 5 years of relevant professional experience in a related field, must have record and experience of work with International and National organizations
3. To have strong experience in computer programs (Word, Excel, Power Point), internet and e-mail skills. Experience in other software packages will be an asset
4. Excellent communication skills in English, Pashto and Dari languages
5. Excellent writing, reading and speaking skills of English, Dari and Pashto languages
6. Strong typing skills in English and local languages
7. Ability to set priorities and manage time effectively
8. To have ability to work collaboratively with colleagues to achieve the organizational goals
