Job Summary

LMI Statistics Specialist will perform a wide variety of statistical calculations (e.g., mean, mode, median, correlations, central tendency, standard variation, standard error of measurement, and reliability estimates).
The LMI Statistics Specialist will be based at the LMI department and will reporting to the Head of the LMI Department, and will be working under the overall responsibility of program Director/ Director General, DMES.

The duration of Assignment will be for 12 months and will involve the following tasks

Duties & Responsibilities

a. Compile Trainees data from the different MOLSMAD Departments;
b. Develop and test experimental designs, sampling techniques, and analytical methods for the Project Team;
c. Evaluate sources of information in order to determine any limitations in terms of reliability;
d. consistency and usability of the statistical data from the different MOLSMAD Departments;
e. Evaluate the statistical methods and procedures used to obtain data in order to ensure validity, applicability, efficiency, and accuracy;
f. Examine theories, such as those of probability and inference in order to discover mathematical bases for new or improved methods of obtaining and evaluating numerical data;
g. Support the development of tools to improve the information flow within the MOLSMAD, its sub-national networks in all provinces targeted by the Project;
h. Identify, gather and incorporate external datasets into the MOLSMAD data repository;
i. Identify relationships and trends in data, as well as any factors that could affect the results of data collection and processes of the different MOLSMAD Departments;
j. Plan the whole data management life cycle (collection with methods, follow up, entry, cleaning, analysis, reporting, dissemination and feedbacks);
k. Report on the results of statistical analysis and interpretation, including information in the form of graphs, charts, and tables in order to determine various dimensions of the Training system (access, participation, equity, quality, internal and external efficiency of the educational system);
l. Supervise and provide instructions for workers in terms of designing and updating the data collection tools (questionnaires);
m. Process, analyze, and report data and check its accuracy, as well as adjustment and weighing of the data;
n. Identify and implement national and international standards to enable smooth data sharing, communicate with partner organizations and government ministries to coordinate data reporting standards for lateral and horizontal cross-check of the information;
o. Draft standard annual statistical reports, its dissemination, as well as assist in preparation of complex reports;
p. Prepare and check critical information for score reporting, tables, and figures for statistical
q. Any other task assigned by the supervisor

Job Requirements

a. A University degree in Management Sciences, applied mathematics, statistics, or mathematical analysis is preferable ;
b. Demonstrated knowledge of data analysis, statistical methodologies, software, and preparation of reports and formal presentations;
c. At least 3 years of practical experience in statistical analysis, data analysis, management and analysis of the decision support systems in a program based environment;
d. Basic knowledge of accounting principles;
e. Comprehensive understanding of statistical principles and practices
f. Effective communication, IT and interpersonal skills including (i) a full working knowledge of English (ii) fluency in one national language and good reading, writing, listening and speaking skill in the other and (iii), the ability to interact and coordinate with NSDP staff, contractors, Government officials, consultants and the World Bank staff.
