It enjoys consultative status with the Economic and Social Council of the United Nations and is a signatory to the Code of Conduct for International Red Cross and red Crescent Moments and NGOs in Disaster Relief. Islamic Relief has been working in Afghanistan for more than 23 years, providing emergency relief and implementing life-changing development projects for some of the most vulnerable people in the country. Islamic Relief set up our first Afghanistan office in 1999. Since then, IRA continued providing assistances in emergency relief, food security, livelihood, education, health, nutrition, shelter, orphan sponsorship, Ramadan and Qurbani programmes.

Job Summary

The position holder will lead the development of MIS for projects and real time project management system (implementation, monitoring, and MIS). S/he will oversee the project management system and provide technical assistance to develop successful mechanisms for big data management, analysis, and reporting. Under the supervision of MEAL, s/he will be responsible for developing, implementing, and constantly improving the overall projects MIS and country-wide data gathering and Management system, as well building capacity of relevant MEAL and program staff members to collect, collate and analyze program and project level data to produce various reports including dashboard for evidence- based decision making and learning. Design and manage surveys, support project teams in designing the needs assessment tools, lead on mid-term evaluation, result monitoring, feedback surveys, PDMs, and evaluation for various projects. Job responsibilities include but not limited to the following-


Duties & Responsibilities

Establishing MIS System

·        Lead in developing MIS for project digital project management (data gathering and management) systems, including development of front end and back-end architectures of the system.

·        Establishing country level digital network for collecting and reporting timely and credible data both for internal and external use such as adaptive project/program management as well as external communication and advocacy purpose of country program.

·        Ensuring that the project uses the appropriate and necessary M&E and ICT tools, to collect and analyze data on a systematic manner and produce credible and meaningful information.

·        Lead on raising awareness regarding the IRW MEAL framework and facilitating its implementation.


System development, management, and analysis:

•   Ensure Stable Operation of Organization’s monitoring and evaluation and Databases; troubleshoot and fix IT Issues related to data management.

•   Develop an online/digital data collection and management platform for real time data collection, analysis, and reporting. The system needs to be expandable and open for integration with the IRW other current and upcoming systems.

•   Create a system for tracking total program “Reach/coverage” by project, different programs, and country, as well as individual beneficiary tracking using unique Identification number and SADD data.

•   Develop data analysis and reporting templates, and dashboards for various levels of users starting from MEAL team, project implementers, operation and IRW senior management team.

•   Ensure that the system is capable of both online and offline data entry.

•   Ensure that the data analysis and reporting are timely, accurate and of high quality.

•   Ensure that the digital system is inclusive (particularly for people with disabilities), cost effective and uses innovative technology such as GIS-mapping.

•   Provide technical support to project teams of each field Offices in the development of online/digital data collection and management system of projects and ensure the alignment with central digital data management system at IRW country level.

•   Update the Project Management Information System (MIS) to have systematic data collection, management, and packaging; ensure validity, reliability, timeliness, and quality of all data/ information.

•   Prepare consolidated progress reports for management including identification of problems, causes of potential bottlenecks in the MIS implementation, and providing specific recommendations.

•   Prepare comprehensive data management policy, procedures and operation manual for IR Afghanistan.


Capacity building and system strengthening within IRW Afghanistan 

•   Build the capacity on MIS for project staff members of all levels (IRW head office and field, staff to develop and maintain an excellent MIS for MEAL system).

•   Strengthen capacity of the project staff on MIS, including delivery of online and/or in person training, coaching, and mentoring as needed.

•   Develop, test, and implement guidelines on MIS implementation as needed.

•   Contributes to the IRW knowledge management and learning repository with best practices in M&E to ensure that it is accessible to all staff and.

•   Create and sustain a work environment of mutual respect where team members strive to achieve excellence.

 

Coordination and support to program management

·        Facilitate and lead the processes to ensure compliance with Core Humanitarian Standard and IHSAN Standards (IRW-Quality Management System).

·        Ensure that relevant MEAL-related budgets are incorporated within project budgets in coordination with the program, finance, and CD.

·        Ensure coordination with research organizations, academicians, evaluators, consultants, MEAL capacity building networking institutions, etc.

Job Requirements

Essential Qualifications and Knowledge/Experience

·        Bachelors in computer science, Statistics or Social Science and master’s degree in the relevant field is preferable.

·        Experience of successful M&E/MIS system development and implementation for INGOs and big data management

·        Minimum of 5 years’ experience in MIS, Database/development Management, research, or impact assessment projects.

·        Familiarity and competence in using various latest programming languages and digital data management platforms such as Taro works-salesforce, CommCare, Power BI, and Tableau.

·        Quantitative and qualitative data analysis using statistical packages such as STATA and/or SPSS.

·        Experience working in a variety of humanitarian and development projects in Afghanistan. Knowledge and experience concerning the CHS Verification Framework.

·        An understanding of gender equity and inclusion and how to integrate principles of gender equity and inclusion into program work.

Skills:

·        Strong analytical and conceptualization skills and ability to think strategically.

·        Highly organized with good attention to detail and developed the ability to prioritize multiple tasks to meet tight deadlines.

·        Excellent program management skills and excellent communication skills - able to communicate and report on technical points, both oral and written.

·        Willing to be accountable for work conducted and communicate honestly, openly, and consistently.

·        Shares information appropriately and ensures that team members’ views are freely expressed.
