The Monitoring and Evaluation Manager is a key position within the Fundraising & Communications Department. In close coordination with Head of Fundraising and Communication Department leads the planning and execution of M&E, reporting, AAP activities. S/he contributes for development of new project concept notes and proposals. S/he will train staff and build DACAAR’s internal capacity for Monitoring and Evaluation through engaging staff in continuous on-the-job mentoring and coaching. S/he will liaise with line government ministries for MOUs, LOAs, reporting and information sharing meetings
Duties & Responsibilities:
In close collaboration with the Head of Fundraising & Communications lead the implementation of Planning, Monitoring, Evaluation and learning (PMEL) system, the PMEL system should be upgraded periodically to serve the Planning, Monitoring, Evaluation and learning needs for the organization in line with the Strategic Programme Framework.
Support staff of the department and build their capacity for management and practical application of the PMEL system.
Assist the head of the department in designing and undertaking (or outsourcing) and managing evaluations and assessments of specific projects or other activities.
Work closely with the Head of Fundraising & Communications, Grants & Communications Adviser, the M&E Team to ensure that lessons learned in terms of process and impact, and the best practices captured during M&E of the projects are channelled to the reports, design of future project proposals, and to support the development of knowledge products for internal and external use.
Support the design of M&E related parts of project proposals, e.g. development of log frames or results frameworks.
Oversee the work of M&E focal points for dedicated projects to make sure they are maintaining updated project information bank and are planning and implementing M&E and reporting activities of the assigned projects in a proper and timely manner.
Ensure the deadlines for reports are met and reports are drafted accurately and in accordance with donors’ guidelines and templates.
Ensure that draft reports are submitted to the Grants and Communications Adviser at least one week before the deadline or on a mutually agreed date.
Lead the process for developing PMEL tools for specific projects.
Work closely with the Technical Unit of Programme Department to ensure that PMEL system and framework reflects the specific needs (i.e for indicators, impact monitoring, etc) for each thematic area, namely; WASH, NRM, SSED, and WE.
Liaise with the Head of Fundraising & Communications, Grants & Communications Adviser and Finance staff to ensure all proposals have budget line for M&E activities.
Liaise with line Government Ministries for signing MOUs, LOAs, registration and reporting.
The holder of this position must strictly follow the organization existing security policies, procedures and daily instructions of the safety personnel.
Work closely with the Communications Team to ensure photos, videos, case studies and human interest stories are produced in support of donor reports and DACAAR visibility needs.
Deputize the Head of the department as and when needed.
Any other tasks given by the Head of Fundraising & Communications
Education/ Qualification and Employment Benefits
Education: Bachelor degree in the relevant field is required, But Master degree is preferred.
Experience: (5) Years of relevant experience with the Bachelor degree or 3 years of relevant experience with the Master degree is required, experience with International NGO is preferred
Other qualifications’ an advantage:
Knowledge and experience of bilateral and multilateral donor such as ECHO, IN agencies, DANIDA etc.
Hands on experience in project management
A strong team player with good coordination skills
Proficiency in the English language both written and spoken.
Good report writing skills
Languages: Oral and written fluency in(English, Dari, Pashto)
