The United Nations World Food Programme (WFP) is the world’s largest humanitarian agency, fighting hunger worldwide. More than half the population of Afghanistan – a record 22.8 million people – will face acute food insecurity in 2022. The combined effects of drought, conflict, COVID-19, and the economic crisis, have severely affected lives, livelihoods, and people’s access to food. The team of 600 staff, 550 of which are Afghan nationals are working tireless to bring emergency food and nutrition assistance to the millions of people suffering across the country. The assistance provided by WFP includes emergency food assistance, school meals, nutrition programmes and important self-reliance and resilience programmes. The packet of support can include food, cash, or vouchers. In conflict situations, we bring relief to exhausted populations and use food assistance to build pathways to peace and stability – work for which WFP was awarded the Nobel Peace Prize in 2020.

Organziational Context:

The hunger crisis in Afghanistan is unfolding at a rapidly, with over half the country’s population of 40 million now facing acute food insecurity—the highest number the humanitarian community has ever seen in Afghanistan. Work opportunities are shrinking, with most households now reporting just one day of work per week. This comes on top of the worst drought in years, which is especially concerning for the 85 percent of the population who rely on agriculture for livelihoods.

Preventing and mitigating a drastic increase in hunger and malnutrition is the aim of WFP in Afghanistan which can only be achieved through the scaled up and sustained complementary food security and nutrition interventions, combined with a scale-up of resilience interventions to safeguard gains. WFP has embarked on a significant month on month scale-up of its crisis response and resilience programmes across the country, ensuring that the programme is delivered at the right scale and time, targeted to the right areas. WFP is also actively following up on evolving trends to pre-empt hotspots, while guaranteeing quality and maximum impact of the programme through the monitoring of these hotspots to be able to support continued donor advocacy.

Job Summary:

Support nutrition unit to contribute to meeting the nutritional needs of beneficiaries within Afghanistan. This will be achieved through effective and timely facilitation of the management of Field Level Agreements (FLAs) and amendments as may be necessary; well-organized, complete and accurate reports, records and/or data; and effective nutrition unit business process performance.

Duties & Responsibilities:

1. Under the guidance of Programme Officer/Nutrition, the PA/N will assist in coordination with WFP Areas and Sub-Offices (AOs/SOs): a) call for proposal and submission timelines, b) review of detailed budget lines with relevant A/SOs, c) coordinate and follow-up with COPAC colleagues for timely inclusion of TSFP projects in COPAC agenda, d) present project budget lines in COPAC meeting as required and timely communicate COPAC feedback to relevant A/SOs and vice-versa, e) timely prepare and print FLA/amendments including budget and all other required documents for CD’s signature f) Ensure the timely signing of all FLAs/and amendments, e) coordinate internally within WFP-CO, A/SOs and CPs to ensure the FLA/amendments are timely received by relevant CPs and A/SOs;

2. Manage and maintain paper and or electronic records of the FLAs and Amendments, including regularly updating the tracking sheet to be shared with PND, within the area of responsibility in accordance with established procedures, to ensure swift and easy data access as required.

3. Maintain records on programme activities, from formulation stage through completion, by extracting relevant information from reports, project committees, budget records and other documentation; make information available for country briefs, and other related purposes; keep all program files up to date and well organized, in the common drive, and ensure easy access by the nutrition unit colleagues.

4. Collate information for inclusion in reports, documents and correspondences, to support the effective work of the nutrition unit.

5. Regularly communicate with nutrition cluster/PND information management officers and WFP field offices to ensure timely and complete entry of monthly TSFP data into National Nutrition Database.

6. Collect and perform basic analysis of data to contribute to quality business information management

7. Maintain a well-coordinated working relationship with key relevant unit staff within the CO and AOs/SOs.

8. Provide support for timely procurement of nutrition related goods and services as per plan.

9. Contribute to improvement of business procedures and processes.

10. Logistical and administrative arrangement of nutrition workshops, review meetings and other nutrition related events and meetings in coordination with business support assistant of program unit.

11. Undertake all the administrative work for the nutrition unit in close collaboration with the Programme Business Support Assistant.

12. Regular review of specialized nutritious food stock information and provide required feedback to nutrition unit colleagues and field offices.

13. Perform other related duties as and when required by Nutrition Unit

Job Requirement:

  • At least 3 years’ experience working with governments in implementing nutrition, food security or health programmes. or in the field
  • Experience conducting nutritional assessments, nutrition data analysis and report writing would be an added advantage.
  • Experience working in both emergencies and development contexts.
  • Diploma or higher qualification in Public Health, Nutrition, Food Science/Technology, Medicine, Business Management or other relevant fields.
  • English language written and oral competence.
  • Good computer skills.
