Islamic Relief has been working in Afghanistan for more than 23 years, providing emergency relief and implementing life-changing development projects for some of the most vulnerable people in the country. Islamic Relief set up our first Afghanistan office in 1999. Since then, IRA continued providing assistances in emergency relief, food security, livelihood, education, health, nutrition, shelter, orphan sponsorship, Ramadan and Qurbani programmes.

Job Summary

The CREATE project officer will report and work under the direct supervision of the Orphan and Child Welfare Coordinator (OCW) and provincial manager. He, she will also liaise with the OSP team at the provincial level to ensure technical soundness and compliance of the project document with all its requirements. The project officer will work with orphan families, youth and communities to deliver the project outputs.

This includes identifying viable local market opportunities, providing skill development training, package of productive assets/cash will be provided to every rightsholder family to ensure they have access to the required assets to start their own small business/IGAs and facilitating access to microfinance services, lead initiatives to strengthen community resilience, Community Resilience Building, Social Cohesion, Community Organizations, Community Resilience Building etc.


Duties & Responsibilities

  • Support the coordination and implementation of all assigned project activities as outlined in the detailed implementation plan in line with IRW-A program quality principles and standards, donor requirements and good practices.
  • Provision of technical consultations to orphan families to enhance their daily income through project intervention.
  • Undertake a market assessment to identify opportunities for high value products in the CREATE project.
  • Establishment of linkages between the selected families in CREATE project and creating clusters of relevant businesses.
  • Location mapping and rightsholder selection, based on the developed rightsholders selection criteria and prepared ToRs through close coordination of stakeholders in provincial and district levels.
  • Prepare ToRs, questionnaires and conduct need assessment in all targeted areas to identify and select orphans and most vulnerable families as project beneficiaries.
  • Lead, guide, and supervise the work of project assistants, community mobilizers at the provincial and field level and insure implementation of project activities as per the project details implementation plan. 
  • Assist the development and implementation of all livelihoods assessment tools and approaches.
  • Monitor and supervise the activities at the field level and share findings with field provincial manager and provide effective feedback and ideas for improvement of field activities and fill the gaps.
  • Mobilize households into clusters of 25-30 families, establishment of enterprise groups, SHGs based on existing stakeholder groups and ensuring representation of all vulnerable groups.
  • Assist the Develops business plans, marketing and business strategies, modules, and approaches to establish linkage between the project’s beneficiaries with other community producer groups, cooperatives, associations, companies, businesses, and other intermediaries by introducing processing, marketing, packaging and selling tips and techniques. 
  • Plan and conduct business development skills training for the selected orphan and most vulnerable families and develop their business plans.
  • Provide support to the OSP coordinator for smooth running of CREATE project activities in the concerned province.
  • Coordination with relevant government departments and ministries and other departments if needed.
  • Lead and supervised project activities implementation and planned the various stages of project implementation; guided the implementation of the project and the methods of follow-up.Provide technical guidance for the marketplace, marketing and market forward and backward linkages for alternative livelihoods and find market for produced products.
  • Provision of technical consultations to provincial manager and Senior technical program leads in country office.
  • Providing support to enhance community interaction through access to grants by community-based organizations for communal initiatives.
  • To link the young Afghan men and women to national / international non-government organizations, government agencies, and private sector through paid internships and placements.
  • Conduct regular monitoring visits to the project areas to assess project outcomes and its effectiveness.
  • Ensure overall quality of livelihoods projects field implementation through day-to-day monitoring and advising of projects’ staffs in the field teams.
  • Contribute technical specifications for the market surveys, market linkage events, value chain development support and training of beneficiaries on various skills.
  • Provide technical guidance for the marketing and market forward and backward linkages for the alternative livelihood’s component of the project.
  • Promote alternative income-generating activities and value-addition activities to diversify livelihood options and as well as Providing inputs for case studies for program visibility.
  • Perform any other duties as required by the provincial manager and Senior program technical team.
  • Provide project periodic reports (Monthly Progress, Quarterly, interim, bi-annual, and annual) for the assigned province and Co program development and quality department.
  • Perform any other project-related tasks as and when required by project management or program technical team leads. 


 

Social Cohesion:

  • Foster social cohesion through activities that promote mutual support and cooperation within and among communities. This includes facilitating dialogues and workshops and promoting inclusive and participatory decision-making processes. 

Community Organizations:

  • Support the establishment and strengthening of community organizations, enterprises groups and self-help groups. This includes providing capacity-building training, facilitating linkages with government and non-government agencies, and ensuring their active participation in project activities. 


Job Requirements

Education:

  • Bachelor’s degree in economy, Business administration, Market & Business Development, Development Studies, or related field. A Master’s degree in the mentioned disciplines will be preferred. 

Experience:

  • At least 3-5 years of experience in implementing, Youth development, food security and livelihood projects, socio-economic development in rural areas, preferably in a livelihood and rural economic development. 

Functional Competencies (Skills):

  • Strong project management skills, excellent interpersonal and communication skills, ability to work in a multicultural and multidisciplinary team, proficiency in local languages. 
  • Excellent English written communication skills, with analytic capacity and ability to synthesize project outputs and relevant findings for the preparation of quality project reports.
  • Ability to speak, read and write technical and conversational English.
  • Ability to understand new terminology and concepts easily and to synthesize information from different sources into a coherent project document.
  • Skill in negotiating effectively in sensitive situations.
  • Skill in achieving results through persuading, influencing and working with others.
  • Skill in facilitating meetings effectively and efficiently and resolving conflicts as they arise.
  • Maturity and confidence in dealing with senior and high-ranking members of international, regional and national institutions.
  • Displays sensitivity and adaptability to different cultures, genders, religions, races, nationalities and age groups.
  • Good oral communication skills and conflict resolution competency to manage inter-group dynamics and mediate conflicting interests of varied actors.
  • Good team player, self-starter, has ability to work under minimum supervision and maintain good relationships.

 

Knowledge:

  • Deep understanding of the livelihood, local socio-economic context, familiarity with participatory approaches, and knowledge in livelihood improvement and business development. 


Expected Results:

  • Lead and implement the project at the provincial level, specially CREATE project interventions.
  • Research on the identification of recommended livelihood adaptation measures and proposed delivery mechanism for such measures that can be introduced through the project.
  • Mapping and Assessment report of existing livelihood assistance, and socio-economic aspects, describing ways in which they are integrated into the sub-national development planning process.
  • Able to link the project beneficiaries into the local and national market to sell their local products.
  • Facilitation consultations and dialogue to formalize partnership agreements and contributions to project implementation
  • Community resilience is strengthened.
