The aim of the WASH Project is “to increase equitable access to primary and secondary education, particularly girls, in selected lagging provinces, and to improve learning conditions in Afghanistan.” WASH introduces a shift from monitoring only the enrollment of students (which also includes attention to students designated as ‘permanently absent’) to focusing on bringing children into school as well as student attendance.
The UNICEF WASH program is fully aligned with the goals of the Afghanistan National Strategic Plan (NESP III) and MoE policy. The project is designed to: (A) increase equitable access to complete packages of WASH services, providing access to clean drinking water, adequate sanitation and improved hygiene in disadvantaged districts especially for girls; (B) improve quality of instruction/education service delivery and (C) enhance MoE governance and management capacity.
The infrastructure who will need a technically skillful person as Provincial Engineer who will Monitor the WASH Construction Projects with planning, reporting, ensuring smooth implementation, coordination, communication and Quality control and Quality assurance of Construction projects as per the contract, Drawing and technical specification of construction project in site with different stakeholders in provincial and zone level. Provincial Education Department and ISD are responsible for smooth implementation and handover of projects accordance the Contract, technical Specification and drawing of the of construction projects of WASH for which the provincial Monitoring Engineer is representative of ISD
The Provincial Engineer will be responsible for monitoring of the projects as per the initial contract, project design and technical specification.
The provincial Engineer will timely monitor the WASH relevant projects and reported to the PED, relevant UNICEF zone officers and ISD, timely checking of project schedule, deviations and defects and inform the relevant zone and ISD to share it with UNICEF regional or central team on time for solution.
Survey of schools for land availabilities and land documents, preparation of site plan and other required documents in school level.
Record of all technical documents of every project in PED office and submit a copy to ISD.
Preparation of the monthly narrative and progress report to relevant zone and ISD.
Handover of the projects as per the projects contract, design and technical specification.
1. Advising
• Assis the PED for ensuring efficient and timely monitoring and implementation of the entire project in accordance with the WASH Procedural Manual and contracted design and technical specification.
• Assis the PED for availabilities of land and land documentation for planned WASH facilities in schools.
• Advise Education school policy, Norms and MoE administrator on strategic policy decisions within the General Education sub-sector that arise from the implementation of the NESPIII & MoE policy and work closely in collaboration with provincial Education Departments. Directorate of Social Mobilization and School Shuras.
2. Planning
• Overall planning and managing of the filed level activities related to WASH construction projects.
• Prepare monthly monitoring plan in close collaboration with zone manger and relevant departments within PED.
• Ensure the smooth and Successful implementation of the construction projects in provincial level.
• Planning of school’s survey for preparation of site plan and collection of the civil work’s needs.
• Collection of land document for all schools which is need buildings and missing components.
• Data collection, analyses the result, and present clear findings to ISD, beneficiaries/stakeholders, and the donors while needed and officially submission of the documents from PED to ISD.
3. Coordination / Communication / Facilitation
• Guide the provincial education engineering section from WASH activities to monitor progress under WASH, identify implementation bottlenecks and propose feasible solutions, develop and monitor an agreed action plan approved by the zone manager.
• discussion and analysis of tasks and activities and the
processes and resources for project implementation and accomplishment of results.
• Provide support for strengthening the collaboration and linkages between School and CDC’s.
• Keep the ISD zone manager informed of progress towards accomplishment of assigned tasks.
• Represent WASH at various meetings in provincial level on behalf of provincial Education Directorate (PED).
4. Reporting and Follow up
• Preparation of Monthly progress report to relevant zone.
• Preparation of deviation report with Picture, way forwards for solutions.
The Report will be delivered to the WASH focal point at ISD.
• Prepare and review of construction projects monthly progress report and contribute to prepare and formulate Monthly reports.
• Provide assistance for maintaining a good record of all documents related to WASH.
• Report and present the progress on WASHS project to relevant stakeholders
• Work closely with the MoE Provincial Education Department to conduct regular visits from construction project
• Ensure that the projects are going on accordance to project documents and requirement of MOE.
1) Education
At least a BSC degree in Civil Engineering.
Experience
a. At least 4 years of relevant professional experience in a related field,
b. Must have record and experience of work with International and National organizations
2) Skills and Competencies
a. Strong computer Skills (Word, Excel, Power Point)
b. Excellent communication skills in English, Pashto and Dari languages
c. Proposal and report writing skills
d. Effective Project Management Skills.
e. Must be willing to travel throughout Afghanistan.
