Supreme Court PSU, Multi Location
The Senior Procurement Specialist will serve as the focal point within the PSU. Responsible for liaising with the procurement files preserving all necessary documents, information and papers, liaising with bidders as (IPS) working in PSU
The PSU Senior National Procurement Specialist's responsibilities will include, but not be limited to:
Provide technical assistance on procurement matters to the JSIs under AJSDP;
Monitor progress of procurement implementation;
Assist in preparing procurement monitoring report;
Assist in preparing periodic reports to be submitted to the higher authorities including POC, on the procurement progress of JSIs, and recommend remedial measures, as necessary;
Provide on-the-job procurement technical assistance to the procurement personnel of JSIs under AJSDP;
Conduct and/or participate in procurement capacity enhancement programs/activities for JSIs and PSU;
Evaluate procurement progress and procurement capacity building activities in the JSIs, in relation to the designated goals of AJSDP;
Evaluate and recommend to the competent authorities measures on establishing legal frameworks/provisions on all related aspects of procurement as envisaged in the applicable donor procurement guidelines and government procurement regulations, etc.;
Attend all training programs arranged/instructed by the competent authorities;
Any other duties assigned or instructed by the competent authorities.
A degree from a recognized university;
At least three years of practical experience in Procurement in an international or national public or private sector organization, preferably in a developing country;
Prior experience with World Bank-funded projects and/or projects under national procurement regulations of Afghanistan would be an advantage.
Proven experience of contract management of procurement contracts (goods and/or works and/or consultancy services) would be desirable;
Proficiency in computer applications including MS Word, Excel, PowerPoint.
Demonstrated ability to work with and motivate and train national staff in procurement and contract management will be desirable;
Fluency in oral and written English and Dari.
Knowledge of government context and experience with government is an asset.
