Job Summary

United States Agency for International Development (USAID) Afghanistan is seeking applications from Afghan Nationals for the position of Acquisition Assistant - Office of Acquisition and Assistance.

Duties & Responsibilities

The incumbent will provide support to Contracting Officer and the Acquisition Specialists as the team manages the Acquisition and Acquisition process for the Mission; assumes primary responsibility for filing, maintenance of spreadsheets for all data requirements and data calls, small purchase procurements of simple to medium complexity such as a variety of “commercial off the shelf” (COTS) services and supplies, both locally and globally; serves as the Mission’s operational expert on contract close-outs; prepares procurement-related memos, letters, disseminates documents and maintains procurement files; maintains the office’s filing system and ensures that it is orderly and complete; manages and monitors all contracting files and records in accordance with Agency-specific and local within Mission guidance; manages retirement of files in accordance with Agency-specific guidelines to the appropriate designated archive location (both physical and computerized archive locations); creates new files and maintains existing A and A official files in accordance with Agency policies, procedures, and guidelines (ADS-502) which govern Records and Files Management and Administration; reviews Procurement files on a quarterly basis to ensure that all required documentation (i.e., memos of negotiation, Justifications and other relevant documentation) are included; performs any other task assigned by the respective supervisor.

Job Requirements

Minimum Qualifications:
Completion of high school is required
3 years of experience in procurement, acquisition, business, finance, economics, science and/or law is required.
Level IV (fluent) in English and local languages (Dari and Pashto) written and oral are required.

KNOWLEDGE, ABILITY AND SKILLS: (30 points) Knowledge of international as well as local business practices and market pricing. Knowledge of contracting procedures and practices. Knowledge of local market practices and of the capability of local contractors as well as local pricing customs and practices. Excellent interpersonal and communication skills.Ability to interact with teams/technical offices, support offices and especially vendors/contractors and recipients. Ability to work effectively in a diverse team environment and adapt to the existing work in a high stress Contracting Office and Mission environment.

A strong focus on “attention to detail” is critical and strong computer skills are critically important and are required in order to use a variety of computer programs of:

(Microsoft Windows, OUTLOOK, GLAAS Program, Excel and PowerPoint). The incumbent should have the ability to work tactfully and effectively under pressure as well as maintaining strict confidentiality and high procurement integrity and ethical standards throughout all phases of USAID Afghanistan’s acquisition and assistance procurement actions. The ability to organize, prioritize, and follow through on work assignments with minimal supervision is required. Strong proofreading skills and attention to detail are essential.


LANGUAGE: (25 points) Fluent English as demonstrated in the written application received as well as the oral interview and written exercise given during the oral interview.


PAST PERFORMANCE: (25 points) The applicant’s past performance which is relevant to the tasks of this position will be scored based on reference checks.

QUALIFICATIONS: (20 points). All tasks relevant to this position that the applicant has performed in the past ten years will be scored including but not limited to Clerical Work, Data Entry, Business Management, Business Administration, Marketing, Accounting, Finance, or Law. Successful prior experience and knowledge of U.S. Government contracting regulations and procedures will be favored.

COMPENSATION PACKAGE
This position is classified at the FSN-07: However, if there are no (or too few) candidates who meet the minimum qualifications as specified in the solicitation, other candidates may be considered for a position at a lower grade, for training purpose. Starting salary will be determined on the basis of qualifications, work experience, and/or previous salary history.
