Job Summary

The Administrative & finance Manager will responsible for over all Administrative Affairs and financial Management of the Developmental project\\\\\\\'s of MOLSAMD

Duties & Responsibilities

The Manager, Administration and Finance (AF) is responsible to the Program Director of GMU for the efficient and effective management of the administrative and financial functions (systems and procedures) throughout the organization (i.e. Central and Regional Offices)

In particular, the Manager of Admin & Finance will require to:

1. Play a key role in the development of policy in the area of Administration and Finance and develop a policy manual.
2. Play a supportive role in the development and application of HR policies in relation to the recruitment, induction and management of PIU staff.
3. Prepare expenditure forecasts, budget proposals and estimates. Assemble and present statistical information. Maintain financial records of allocations, expenditure control data and reconciliation statements of expenditures.
4. Ensure an adequate balance of deposits and keep custody of the accounting records for office impress account.
5. Compute payroll for project personnel. Execute payments to staff and for locally purchased goods and services. Ensure the preparation of monthly imprest reports.
6. Provide advice and assistance to the developmental Projects of MoLSAMD in preparing project budgets, project document revisions and budgets for other activities.
7. Assist and guide developmental Projects of MoLSAMD management in monitoring project funds as well as in maintaining the internal financial controls of the projects.
8. Be responsible for the issuing, processing, controlling and conservation of documents relating to personnel issues. Ensure that these actions are taken in accordance with the established policies and procedures.
9. Monitor, process and document transactions concerning staff entitlements, benefits and privileges. Provide guidance and information to staff on rules, regulations and procedures concerning conditions of service and on other personnel administrative issues.
10. Organize travel plans and arrangements, and calculate and settle travel claims for developmental Projects of MoLSAMD.
11. Arrange for local procurement, maintenance and safekeeping of equipment, furniture, vehicles and supplies for the office and its projects.
12. Expedite customs clearance of goods and personal effects and the processing of immigration applications.
13. Ensure logistical support for seminars, workshops, training sessions and meetings.
14. Maintain liaison on daily administrative matters with local banks, insurance companies, government agencies, UN agencies etc. and where appropriate, attend meetings to discuss issues of common interest.
15. Prepare correspondence on financial, personnel and administrative matters to other ministries and prepare correspondence for the supervisor’s signature to government officials and outside bodies.
16. Managed the staff of the AF Unit. That is be responsible for the recruitment, induction, support and staff development of staff within the AF Unit.
17. Manage the administrative section record and filing systems.
18. Design and implement an effective stocktaking system.
19. Manage the developmental Projects of MoLSAMD’s guesthouses and expatriates houses.
20. Undertake any other duty, as directed by the Program Director.

Job Requirements


Honest, committed and qualified Afghan National.

Bachelor’s degree in the fields of Economics, Finance & business Administration, Masters Degree would be preferred.

Five years of work Experience with national and international NGO’s, Government Ministries & UN agencies.

Fluency in both National languages and English.

Should have outstanding Computer skills of Ms Office (Word, Excel, Power point, Access, etc).

Excellent communication skills

Ability for conflict resolution and problem solving.

Willing to travel in provinces or outside the country (if required).

Be hard worker

Excellent managerial and leadership knowledge and skills

Familiarity with MOF financial policies and procedures as well as USAID, WB and EC.
