WORK CONTEXT / BACKGROUND:
This position covers the two functions of Finance & Administration in Kabul office.
PURPOSE OF POSITION:
To help ensure good stewardship, transparency and accountability of financial resources by:
Managing the day-to-day financial & administration activities.
Implementing financial policies, procedures and systems that promote good stewardship and internal control.
JOB ROLE AND RESPONSIBILITES
1. Finance
Implement the WV financial policies and procedures and Generally Accepted Accounting Principles.
Prepare and generate vouchers and code them according to the donor codes and appropriate accounting codes.
Ensure the correct calculation and payment of zonal National staff salary tax and tax of rent to the government bank account before the deadlines.
Ensure to send the hard copies of all financial transaction to the main office on a monthly basis.
Make sure that all the payments are paid and supporting documents are all stamped “paid” and all transactions are properly signed based upon the LOA (Level of Authority) before it is sent to Herat.
Make sure to send the Kabul office monthly cash projection, and to follow up that expense has taken place properly.
Ensure that financial records provide clear documentation and approvals and that internal control procedures are followed.
Ensure that all transaction are properly referenced By location, by Journal type, funding source, and projects.
Make sure all vouchers are filed properly and kept safe.
Make sure to follow the Grant T & A codes and log frame for charging.
Conducts all business payments according to WVAFGO policies & procedures.
To give total financial support and advice staff and assist Kabul office staff in terms of financial procedures and follow up.
2. Administrations
Review and maintain administrative systems for the efficient functioning of the office.
Help in development of Admin budget. Provide a cost analysis at the end of each month.
Assist with staff travels to out and inside the country.
Assist with the visas for the WV staff members who travel abroad and/or coming to Afghanistan.
Assist with process of getting work permits for the international staff.
Ensure that incoming and outgoing correspondence are properly registered and handed over to relevant person/s.
Implement administration policies and guidelines.
3. Facility & Guess Management
Ensure that Kabul office and team house is well maintained.
Ensure that Food is provided and maintained clean.
Book the rooms as per guest requests and communicate if it is not available.
4. Human Resource
Ensure that cleaners, Cooks reports timely to office
Provide monthly timely sheet to Herat office.
Regular periodic performance appraisals are conducted for the subordinates.
1. Reporting & Accountability
Provide regular reports to finance and administration teams as requested.
KNOWLEDGE, SKILLS, ABILITIES AND ATTITUDES REQUIRED
The following knowledge, skills and abilities maybe acquired through a combination of formal schooling, self-education, prior experience, or on the job training:
Education:
High School Diploma is required a BA would be preferred.
Knowledge & Skills:
A thorough knowledge and understanding of Kabul & Ministries.
Excellent command of English, Dari & Pashto
Understanding the humanitarian industry.
Thorough and demonstrated knowledge of accounting principles, financial systems and practical knowledge of electronics and financial systems and internal financial controls and procedures.
Knowledge of MS Office, Lotus Notes and computerized accounting systems.
Must be committed to World Vision core values and goals.
Must have analytical skills.
Experience:
1-3 years accounting experience.
Financial & Administrative related work.
