About MAIL/HVCDSP

The Ministry of Agriculture, Irrigation and Livestock is a key ministry of the Islamic Republic of Afghanistan that aims to develop the agriculture, irrigation and livestock of the rural and urban communities. The Ministry is expected to lay the foundations for a long-term strengthening of local agriculture, to promote governance, to rebuild social capital and leadership within villages and neighborhoods, and to provide assistance for rehabilitation and development of communities.

Ministry of Agriculture, Irrigation and Livestock (MAIL) and Asian Development Bank (ADB) established Central Program Management Office (CPMO) which is a permanent office to provide operational (administration, finance, procurement, reporting, technical and, monitoring and evaluation) support to all existing and forthcoming projects of ADB within the MAIL. The Project Management Unit (PMU), under the CPMO is responsible for day to day implementation of the Project including (i) overall management and coordination of the relevant outputs; (ii) guiding and overseeing the work of the regional Provincial Implementation Units (PIUs); (iii) establishment and implementation of the project performance management system.

The proposed project help strengthen Afghanistan’s horticulture value chain by (i) improving processing efficiency and marketing capacity of domestic agro-business enterprises (ABEs); (ii) modernizing crop production through better planting material, trellising, modern green houses, and on-farm facilities; and (iii) contributing to the national effort in establishing internationally recognized brands of Afghan horticulture produce. It will increase value addition for horticultural commodities produced in eleven (11) provinces in Central, South, and East Afghanistan. As such, the project contribute to increasing import substitution of fresh and processed fruit and vegetables, and expanding exports of high-value fruit, vegetables, and nuts in which the country has a comparative advantage.

The project is aligned with the following impact: improved agricultural productivity and food security. The project will have the following outcome: production and value addition of horticulture products increased. The two outputs are (i) horticulture value-chain infrastructure and facilities improved; and (ii) national capacity for horticulture export expansion and import substitution developed.


Job Summary

The Admin and Logistics Officer will work under the direct supervision of the Regional Manager whereas in close coordination with the Admin, Logistics and HR units of the central program management office (CPMO).

The Admin & Logistics Officer is responsible to manage, supervise and administer the activities inclusive of vehicles arrangements for staff travels to work sites and their maintenance, premises maintenance, record of staff employment contract, other necessary documents and their attendance sheet, office inventory, travel authorization forms, budget development, responsible for petty cash, allotment and processing small payments for regional office operations. The Admin & Logistics Officer will follow the government of Afghanistan and ADB administrative and financial policies.

Duties & Responsibilities

The Admin & Logistics Officer duties will include but not be limited to the following:


Assist Regional Manager in overall planning and management of administrative and logistics management activities;


Prepare monthly cash forecasts in coordination with the technical team of the PIU to ensure the cash availability for supporting program activities in regional provinces;


Develop and maintain effective filing system for the program documents, reports, administrative and HR documents, and other materials according to office protocols for the project;


Organize and provide all logistical support needed for the solid implementation of the poject such as; events, meetings and workshops;


Prepare meeting agenda, conduct meetings, write meeting minutes and keep records of all the meetings;


Oversee the project procurement functions in the region for procurement and supply of goods and services in accordance to the Government of Afghanistan and ADB procurement guidelines and procedures;


Identify project needs for administrative support, and recommend improvements to existing system where appropriate (with direction from supervisor);


Arrange refreshments and stationary for workshops and meetings those are going to be conducted in the region and its target provinces;


Maintain office inventory records and oversee the registration of all office equipment which is in the custody of staff members;


Inventory management including stock control;


Maintain personal files of employees, control and reporte the attendance pattern of employees, and keep record of employees’ leaves in order to ensure the implementation of MAIL and Project HR Policy;


Orientation and in depth briefing of newly hired employees on their assignments and contractual terms;


Maintain professional working environment within the PIU and PMU; and,


Any other tasks as directed by the regional manager.

Job Requirements

The Admin & Logistics Officer would have the following:



Bachelor’s degree in business administration or economics, and/or any other relevant fields;


Must have full knowledge of program budgeting and administration management rules and procedures of the government of Afghanistan;


Minimum of 4 years’ experience in admin and logistics, out of which at least 2 years relevant experience with government or a recognized international development organiization;


Experience with relevant ADB funded projects is preferred;


Better understanding of the government financial and adminsitration procedures;


Fluent in English and as well as in Pashto/Dari (Speaking and Writing);


Strong oral and written communication skills and Computer Knowledge of MS Office packages, especially MS Word and MS Excel.


Able to work under pressure and as team member and, work for long hours as and whenever required.


*the position will be based in Project Implementation Unit (PIU)/MAIL with frequent travels to project target provinces.
