Job Summary

Background

The NATEJA project will focus on increasing access to non-formal technical and vocational training for the unskilled and semi-skilled, young, illiterate, Afghan women and men. This will be achieved by providing them with market relevant practical skills to improve their potential for wage and/ or self-employment and higher earnings, and building other livelihoods-support skills. The project will also improve labor market outcomes by enhancing the quality of training delivery through performance-linked financial incentives, and will use non-formal training providers and employers to train the unskilled and illiterate individuals.

The Project Development Objective is “to increase the potential for employment and higher earnings of targeted young Afghan women and men in rural and semi-urban areas through non-formal skills training”

The National Skills Development Program (NSDP) within the Ministry of Labor, Social Affairs, Martyrs and Disabled (MOLSAMD), will implement the project.

Duties & Responsibilities

Duties and Responsibilities:
The Admin Officer reports to the Admin Manager and under the overall responsibility of the Program Director and the duration of assignment will be 24 months and involved the following:

In particular, the Admin Officer will be responsible for:

1. Manage and supervise the Administrative activities.
2. Regularly check and maintain Administration records and filing systems.
3. Supervise the housekeeping activities of the staff quarters and offices.
4. Help in preparation of workshops and seminars.
5. Coordinates as necessary with all program offices to gather information required for the maintenance of informational filing.
6. Extend assistance to other staff members to finalize periodic reports.
7. Liaison between main office and regional office.
8. Draft or prepare correspondence to respond to inquiries in respect to relevant administrative activities.
9. Brief/debrief staff team members on issues relating to a variety of administrative areas,
10. Assist employees with routine personnel related questions and issues.
11. Creating/preparing Organization Charts (Departments/Divisions/Areas).
12. Responsible to bring the issue to the attention of the supervisors to
13. Appraise their staff performance during their probationary periods.
14. Remain open to the comments/feedback received from staff/units and consider them when due.
15. Perform other job related tasks assigned time to time by respective supervisors.

Job Requirements

Qualification & Experience:

1. At least a Degree in relevant fields such as Social Sciences, Business Administration, Education or Political Sciences, Engineering or any other relevant field.
2. Minimum of three years experience in the relevant field of Administration & Transportation.
3. Effective Communication & written skills of (Reports, Proposals, Enquiry, Other business letters) both in national languages & English.
Knowledge, Skills, and Abilities:
She/he must also have:


Knowledge and ability to apply computer applications to include MS Word, Excel, Access and PowerPoint;

Basic information management skills.

Training and/or capacity building skills

Supervisory team building skills.
