In response to rapid expansion of programme, the NABDP is looking for an international advisor who would work within the Monitoring, Evaluation and Result based Reporting Unit to support the coverall monitoring, evaluation and reporting function. He/she would ensure effective reporting on programme activities, including the production of monthly reports and publicity materials, while also extending technical assistance to all of NABDP to strengthen their reporting function.
Support in Design of Monitoring and Evaluation
• The Consultant, with the Head of the MERRU will assist in the supervision and management of the Monitoring, Evaluation and Reporting Unit within NABDP and ensure clearly defined lines of communication between other programme departments and units.
• S/he will participate in MRRD management meetings and take the lead in inter-project/programme/departmental initiatives as deemed necessary. The T/A will also collaborate with other members of the management team in developing strategies with the aim of fostering a shared vision and direction with regard to monitoring, evaluation, reporting, research and impact assessment. S/he will facilitate the Departmental team in (i) Developing capacities – both in-house and programme and project counterparts – to address concerns and integrate best practices in all practice areas; and (ii) Supporting specific interventions that benefit the NABDP in scaling up and expanding innovative data-gathering models already existing in-country
• In regards to Monitoring, the technical advisor will undertake activities divided into two distinct categories: (i) Output-based monitoring will focus on the specific products and services that emerge from processing inputs through programme, project and other activities; and (ii) Outcome-based monitoring will focus on the outcomes of NABDP / MRRD development efforts affecting changes in development conditions against programme achievement
• The T/A will need to supervise and direct the development of vertical and horizontal monitoring functions and further refine a Community-Based Monitoring and Evaluation (CBM and E) approach. The CBM and E process, known as Community-Based Participatory Monitoring (CBPM) and other tools will ideally be introduced to MRRD programmes and departments during the planning or prioritisation stage. The CBPM process will be a complimentary to existing planning methodologies
• The T/A will assist in developing a Evaluation Cell as a compliment to the Monitoring Unit and ensure that its design incorporates additional key functions, focus on producing evaluations, making assessments of the success of NABDP and for developing and disseminating lessons learned. Its work will cover components of evaluation such as:
• Impact Assessment (IA): The IA process will enable NABDP to monitor and assess the changing context, to search for and show plausible relations between its actions and these changes, and extract/derive lessons learned to modify and adapt future programme activities. The process will provide the basis for the development of Project-specific impact monitoring, as a part of the programmatic self-evaluation. The IA process is an instrument of reflection, learning and quality control that can be used throughout the Project life cycle, in order to better adapt Programme activities to a changing context and strengthen PCM.
• Project Assessment: responsible for facilitating and supervising all assessments during NABDP project’s conception, implementation and follow-up phases. These assessments will be conducted directly by the Monitoring and Evaluation team, in cooperation with technical teams. Each assessment results in an action plan developed in each region by the regional staff to ensure the inclusion of local knowledge, thereby improving project implementation. Hence the advisor is responsible for ensuring that monitoring is conducted to verify the implementation of action plans.
Results Based Reporting
• Support coherent information collection, analysis and dissemination.
• Work with stakeholders such as Donors, other MRRD programmes, information management services, UN agencies, NGOs, international organizations and other relevant entities, in order to support a coherent information collection system.
• Review all submissions to donors of project related documentation and proposals to ensure that high quality standards are applied to presentation, content and style.
• Review all correspondences, project proposals, project reporting and financial reporting, in coordination with Programme Management Support Unit in order to ensure quality and accuracy.
• Advise on public outreach campaign, in coordination with the public information officer to ensure that consistent messages are communicated to partners. Ensure proper updating of project briefs to donors;.
• Responsible for drafting annual and semi-annual consolidated reporting. Review progress reports and ensure the veracity and factual correctness of all reports. Liaison with all sections, and if required, with the implementing partners, in order to gather relevant data, collate it, and prepare reports accordingly.
• Ensure that quality end of term project reports are provided to UNDP and to donors.
• Travel, as needed, in the country to assist in information collection on specific issues, on-site monitoring, if required, and participate in in-country assessments, as requested
• Represent the NABDP at meetings and external relations, as requested
• Liaise with the Deputy Minister Program office for development of joint proposal within programmes in the ministry when necessary
• Develop proposals and other external documents necessary to development MRRD National Programs.
Others
• Contribute to sharing of NABDP programme experiences with relevant stakeholders, including government institutions. Ensure regular exchange of information with other UNDP and national development programmes and build synergies among their development interventions.
• Keep abreast of development of donor development policy as well as UNDP country strategies and advise / ensure that NABDP reporting is effectively linked with these.

Qualification/ Experience Required:
• Related degree in Development, Economics or other social science fields.
• Minimum of 5 years experiences in a senior analytical position in a large development program.
• Previous experience of working in Afghanistan and/or understanding community participation and context in Islamic environment is highly desirable
• Ability to work well in a team and to act both responsively and proactively to ensure effective implementation of the NABDP activities.
• Proven management skills; Excellent communication skills
• Demonstrated interpersonal skills including diplomacy, tact, and the ability to negotiate and influence; Facilitation, consulting, and/or training skills highly desirable.

Reporting:
The incumbent will report directly to the head of Monitoring, Evaluation and Result Based Reporting Unit (MERRU) and also to the NABDP Programme Manager as required
