Job Summary

The Advocacy Officer will be responsible for implementing and monitoring IWA’s advocacy strategy. S/he will be responsible to develop and implement advocacy campaigns for increased access to information, aid effectiveness, and budget transparency. S/he will be responsible to improve citizen interaction with sub-national government and assure IWA presence and contribution amongst government and civil society forums. S/he will also be responsible to improve civil society’s role in fighting corruption and promoting integrity. S/he will be responsible to provide advocacy support to IWA programs. This post will require some travel to the provinces.

Duties & Responsibilities

Coalition Building and Campaigning

Represent IWA in civil society coalitions or networks that promote integrity and anti-corruption practices amongst policy actors in Afghanistan

Increase civil society’s awareness and action on anti-corruption, transparency and accountability

Provide training to CSOs at national and sub-national level on advocacy and collation building

Develop and implement advocacy campaigns for anti-corruption issues.

Create, write and produce advocacy products such as policy briefs, training material and electronic material to promote adequate policy change.

Policy Implementation

Assist to implement IWA’s advocacy strategy

Monitor policy implementation and citizen participation in government activities, such as complaint mechanisms and access to information

Monitor relevant government policy development and implementation in anti-corruption, accountability and transparency including access to information and budget.

Monitor national policy debates related to key issues and the operating environment in Afghanistan

Advocate for effective laws for anti-corruption and take active part in the CSOs feedback on relevant legislations.

Sub-National Advocacy

Support provincial policy analysis relevant to IWA’s advocacy strategy

Organise and plan advocacy roundtables, workshops, trainings and conferences

Forge a close working relationship with the sub-national governments and CSOs

Bring together relevant provincial actors and increase citizen participation in sub-national governance

Provide training of policy and advocacy to CSOs and field staff where appropriate

Provide adequate training to the sub-national government on relevant themes

Support to Programs

Identify advocacy needs of the relevant programs and provide instant advocacy support to programs

Provide event management support to programs on relevant activities.

Job Requirements

Education
Bachelor degree in international relations, politics, sociology, economics, international development or related disciplines
Experience

Minimum three years of work experience in advocacy or related field in a similar position with NGOs or international agencies.
Knowledge, Skills & abilities

Good knowledge of the anti-corruption, transparency and accountability, social auditing and access to information

Good knowledge of Afghan institutions, social and political environments, actors and existing dynamics in Afghanistan

Excellent knowledge of and proven capacity in communication

Excellent oral and written communication in Dari and good English and Pashto language skills

Ability to develop and manage professional relations, with outstanding interpersonal and coordination skills

Proven planning and organisational skills

Strong conceptual and analytical skills

Result-oriented and able to deliver within tight deadlines

Willing to work overtime, holidays and weekends as requested by IWA management
