Building on the formative work of DACAAR’s Gender Team (April 2009 – October 2011) and DACAAR’s support to Women’s Resource Centres, the AGD&WE Adviser will support continued Gender Mainstreaming and Women’s Empowerment within DACAAR, with a specific focus on project planning, design, implementation and monitoring and evaluation, informed by the following DACAAR documents: Gender Policy (2010); Gender Strategy Paper (2011); Gender Mainstreaming – Status and Way Forward (2011); Position Paper on Women’s Resource Centres (2011) and Assessment of Women’s Resource Centres (2012). This position is an advisory one without any line management authority. The AGD&WE Adviser reports to the Head of Programme and is a member of the Technical Advisory Group with a responsibility for building capacity of the AGD Specialist and the WE Manager (national staff). Work will be conducted in synergy with key staff in the departments of Programme; Strategy & Policy; Finance & Administration; and Human Resource, as well as the Directorate.
Provide programmatic advice to the Head of Programme on matters relating to Age, Gender, Diversity and Women’s Empowerment.
Coordinate with other members of the Technical Advisory Group to maximize synergy between thematic areas.
Build capacity of the WE Manager, WE staff (Kabul and regional based) and the AGD Specialist in the areas of project planning, design, implementation and monitoring and evaluation, including technical components of proposal writing.
In coordination with the Small Scale Enterprise Development (SSED) Adviser, build capacity of the WE Manager and WE staff in marketing and business planning and support preparation and implementation of business plans for WRCs.
Support implementation of the Position Paper on Women’s Resource Centres (WRCs).
Support revision of the WRC Guidelines, in particular the development of an exit-strategy.
In coordination with the SSED Adviser support review, design and implementation of Income Generating Activities for WRCs.
Support updating and implementation of the Gender Strategy Paper.
Facilitate and build capacity of Gender Focal Points.
Support implementation of gender checklists.
Together with the AGD Specialist and WE Manager, write technical papers on AGD and Women’s Empowerment and co-present these at workshops and conferences.
Support the Portfolio sub-department in establishing systems for AGD&WE data collection and analysis and in writing the AGD&WE component of proposals and reports.
Identify, develop and support new initiatives in AGD and Women’s Empowerment.
Support the WE Manager and the AGD Specialist in networking with other NGOs and Government departments and when representing DACAAR in external meetings, e.g. Protection Cluster, NSP Gender Working Group, etc.
Strategy & Policy (10%)
Contribute to development and implementation of DACAAR’s Programme Framework (2013-16) specifically in the thematic area of Women’s Empowerment as well as ensuring synergies with the other thematic areas, namely: Water, Sanitation & Hygiene; Natural Resource Management; Small Scale Enterprise Development; Capacity Development; and Knowledge Management.
Support development of a Position Paper on Age, Gender and Diversity.
Liaise with Grants Unit in fundraising for gender focused funding opportunities.
Liaise with Monitoring & Evaluation Unit on development of AGD & WE indicators and impact monitoring.
Liaise with Communications Unit on dissemination and publication of technical papers related to AGD and WE.
Liaise with the Water, Expertise and Training Centre on training of women in biosand filter production and other appropriate thematic areas.
Human Resource (5%)
Support the Head of Human Resource in continued strengthening of Gender Mainstreaming in DACAAR.
Support continued implementation of the Gender Action Plan.
Finance & Administration (2.5%)
Liaise with portfolio, grants and finance staff to ensure all proposals have a budget line for AGD activities.
Directorate (2.5%)
Provide strategic advice to the Director on matters relating to AGD and Women’s Empowerment.
In addition to the above specific responsibilities, the AGD&WE Adviser will undertake any other relevant thematic tasks assigned by the Head of Programme.
Masters Degree in a relevant subject.
At least 3 years of experience in AGD and Women’s Empowerment.
Fluency in written and spoken English. Knowledge of Dari and Pashto an advantage.
Coaching and mentoring skills.
Communication and facilitation skills.
Computer skills in MS Word, Excel and PowerPoint.
Ability to work both independently and also as part of a team.
Willingness to live, travel and work under challenging conditions.
Cultural sensitivity and adaptability.
Experience from and knowledge about Islamic culture in general and Afghanistan in particular is an advantage.
