• Review existing policies, strategies and programmes and advise on how collaboration between stakeholders (MAIL and MRRD) can be strengthened so as to enhance the effectiveness of agricultural interventions;
• Collect information from stakeholders in both the public and private sectors on a range of issues related to agronomy, horticultural and livestock. Identify potential solutions to problems and constraints.
• Liaise with key stakeholders to ensure that they are informed of issues, events and results, and ensure that CARD-F is fully informed concerning other programme’s plans and activities;
• Collaborate in carrying out detailed assessment and identification of gaps existing in agriculture development
• Liaise with relevant departments within MAIL, MRRD and associated ministries in the government and project staff, to ensure coordination and collaboration required for implementation of EDPs
• Ensure timely preparation and submission of required technical and other reports as outlined in the program
• Assist the Operations Director with the co-ordination and monitoring of all CARD-F operational and core activities.
• Analyze district level data contained in situation reports prepared by the districts teams.
• Assist in collecting data required for economic analysis of proposals.
• Assist in the preparation of Economic Development Packages (EDPs) relating to agricultural value chains.
• If necessary, contribute to the preparation and finalization of district level reports and submissions to the CARD-F Provincial Manager, especially where district teams are new.
• Advice the Provincial Manager on issues related to the preparation of EDPs prior to the submission of EDPs to the national office.
• Advice, support and guide Provincial and District teams on the implementation of CARD-F activities.
• Organize and deliver coaching and training for Provincial and District teams in order to develop their capacities and skills.
• Assist with the monitoring and evaluation of effectiveness and impact of economic development packages.
• Recommend improvements to the implementation strategy for on-going and finalized EDPs and develop lessons learnt. Prepare reports as required.
• Undertake other duties as requested by the Operations Director;
• This position requires Bachelor degree in agriculture / horticulture and / or livestock. M.Sc,/MA degree holders are preferred.
• Over 5 years of relevant work experience is required.
• Working knowledge of the sector and analysis techniques / experience in project appraisal
• Fluent in English and the national languages of Afghanistan.
• IT Literate and good working experience of MS Office.
