The Aid Information Management and Reporting Officer will work under the direct supervision of the Aid Reporting Manager, and the overall guidance of the Aid Management Director, General Director Budget, and MBAW Project Manager. The responsibilities of the incumbent include:
Aid Related Data Information Management and Reporting.
• Analyzes, reviews and reports on aid related data;
• Serves as focal point/ contact point for the government’s Donor Assistance Database (DAD)
• Ensures timely collection, tracking and dissemination of aid information t macro and project level through effective utilization and maintenance of the DAD, which aims to improve quality and coordination of activities among donor agencies and with the line ministries;
• Serves as the liaison between donors and the Finance Ministry/AMD on the DAD;
• Helps donors to understand DAD and enter data, when required;
• Performs data entry functions, when required;
• Reviews and analyzes DAD data and generates reports from DAD, including generation of relevant charts and tables for the Donor Financial Review (DFR);
• Assists in preparation of DFR report;
• Disseminates DFR Report;
• Liaises with Budget Department’s Data Base Manager;
• Helps develop capacity of staff in AMD in data review and analysis when required
• Help organize and participate at Aid Effectiveness Working Group (AEWG), MoF-Donor Coordination Sub-Committee, Consultative Groups (CGs) and the Joint Monitoring and Coordination Board (JCMB) meetings representing Ministry of Finance; promote Government-donor/UN dialogue at all levels to achieve mutual understanding and facilitate information sharing;
Training and Capacity Building
• Participate in training events, and if requested by the MBAW management take part in the delivery of training modules to other stakeholders;
• Adhere to the Code of Conduct of MBAW;
• The human resources practices within MBAW are answered upon, interim reviews and staff annual evaluations are part of this process;
Other Tasks:
• Any other tasks and responsibilities as required for the implementation of the project and requested by Supervisor and Aid Management Director
Reporting Relationship:
Reports to Aid Effectiveness Manager, Aid Management Director and MBAW Project Manager.
Education and Experience:
• Master’s or Bachelor Degree in Finance, Business Administration, Political Sciences, International Relations or related field.
Experience:
• With Master Degree Up to 3 years and with Bachelor Degree 5 years of relevant experience at the national level in providing financial management services, reporting services , data analysis or have policy development skills.
• Experience in the usage of computers and office software packages (MS Word, Excel, etc) and advance knowledge of spreadsheet and database packages.
• Demonstrated attention to detail, ability to follow procedures, meet deadlines and work independently and cooperatively with team members is required.
• Considerable experience in the field of data analysis and reporting and presentation. Experience of working with the Government agencies, donors, NGOs and United Nations is an advantage.
Language Requirements:
• Fluency in English (reading and writing) and proficiency in Dari and Pashto.
