To assist the ADB Afghanistan Resident Mission (AFRM) in oversight of procurement, consulting services and contract administration matters under ADB-financed projects, including compliance with ADB procurement rules and procedures, facilitation of training and seminars, and support to policy dialogue.
Procurement and Consulting Services
Provides day-to-day active technical support and advice to AFRM staff on matters related to procurement, contract management and their administration.
Reviews project procurement and contract work, including:
o Bid documents,
o Bid evaluation reports
o Submission forms (s1 to s4)
o Contract awards recommendations for projects under administration by AFRM, and for projects under HQ administration on a case-by-case basis;
o Contract Variation/Change Orders; and
o Other procurement documents
Works with National Procurement Agency (NPA)/National Procurement Commission (NPC) as ADB’s focal point to assist AFRM and follow up the procurement cases with NPA/NPC and provide required support and clarifications to NPA before submission to NPC.
Assists in developing a post-procurement review program
Coordinates with Operations Services and Financial Management Department (OSFMD) on procurement and consulting services matters.
Provides hands-on support to IAs/PMOs in developing procurement/contract strategies; bid documents, bid evaluation reports, and contract management.
Tracks procurement related policies and updates by:
o Keeping updated on ADB's policies, guidelines and procedures on procurement and use of consultants, disseminating this to Resident Mission (RM) staff, executing agencies (EAs) and other agencies concerned, and responding to EAs inquiries on matters relating to procurement and use of consultants.
o Keeping track of host country's policies, laws, rules and regulations on procurement; and liaising with the Government and agencies concerned and with other donor agencies on procurement matters. Takes part in procurement policy dialogue with government.
Project and Technical Assistance (TA) Preparation and Appraisal
Assists in loan/TA processing missions to review contract packages, procurement plan, and project implementation schedule.
Assists in assessing the capacity of the EAs in carrying out procurement activities and identifying training needs.
Assists mission leaders in discussions with EAs and preparation of Memorandum of Understanding (MoU), Aide Memoires, and Back-to-Office Reports (BTORs).
Contract Administration
Assists AFRM staff in resolving contract management issues by working closely with EAs, construction supervision teams and contractors.
Assists AFRM staff in developing systems to monitor contracts.
Training and Seminars
Conducts internal and external training on procurement, consulting services and contract administration and assists in capacity building of EAs and entities involved in procurement in Afghanistan.
Assists in organizing and facilitating procurement, consulting, contract management seminars.
Others
Performs other duties that may be assigned as reflected in the incumbent’s work plan.
Bachelor's degree preferably in business administration, engineering or related discipline, preferably with advanced training.
Work experience
Suitability to undertake the responsibilities mentioned above at the required level.
At least 6 years of directly relevant experience in project management, with substantial and substantive experience in procurement (preferably in public procurement systems) and contract management.
Technical knowledge
Familiarity with public procurement policies, guidelines, and procedures, and anticorruption policies of a multilateral organization. Sound knowledge of Afghanistan government administrative systems and procedures, particularly public procurement systems.
Experience and knowledge of various stages of the project cycle (project planning/ feasibility analysis/ detailed design/ project implementation/ construction supervision/ contract management) is highly desirable. Directly relevant experience in implementation of ADB- or World Bank-funded projects is an advantage.
Preference will be given to candidates with strong familiarity with FIDIC contracts Effective English written and verbal communication skills.
Strong analytical skills and ability to formulate clearly both verbally and in writing complex concepts, and ability to define solutions to public procurement problems encountered.
Strong planning and organizing skills to handle many tasks with deadlines.
Proficiency in computers, especially word processing, spreadsheets, project management software and email. Familiarity with local languages and institutions.
Sound knowledge of competitive bidding procedures and exposure to the domestic construction and consulting industries in DMC.
Able to liaise and work effectively with NPA of Afghanistan and other government agencies and officials within own work location.
