Under the guidance of the Project Officer, provides statistical and analytical support to the functions of portfolio management particularly on the natural resources sector.
Project Processing
Assist in the design of new project procurement and implementation arrangements, including preparation of procurement assessments, goods, services and consultant procurement packaging, project cost tables, disbursement projections, and project management arrangements. Contributes to the initial preparation of Project Administration Memorandum and Facilities Administration Manual as required by the processing officer.
Project Administration
Reviews and finalizes the yearly contract awards and disbursement projections in consultation with Project Officers and Project Administration Unit (PAU) Head, alerts project officers when projections are not being reached, and discusses with project officer how to overcome the shortfall.
Analyzes in detail the problems encountered by the projects flagged 'At Risk' and discusses and recommends remedial measures. Prepares the yearly planned missions and monitors the actual missions fielded.
Procurement Processes
Reviews bidding documents for procurement of goods and services, and ensures compliance with ADB guidelines and policies. Reviews Executing Agencies’ (EAs’) submission of bid evaluation reports and recommendations for pre-qualifications and contract awards. Prepare procurement papers for contracts below $20 million, and assists in the preparation of Procurement Paper for Procurement Committee for contracts above $20 million. Provides guidance to EAs on ADB's procurement guidelines and policies.
Reviews EAs' submission of the documents on recruitment of consultants. These includes commenting on the: EAs’ budget for the assignment, refined long lists of firms/organization, short listing criteria, consultant’s terms of reference, draft request for proposal, narrative evaluation criteria, summary and personnel evaluation sheets. Prepares communications with OSFMD and to the EA in approving the selection of consultant.
Project Administration Consolidation
Collects, compiles and summarizes data and statistics in the resident mission for generation of period reports on project administration, closing of loan projects, completion of Technical Assistance (TA) projects, anticipated loan saving in project, status of project implementation for cofinanciers, status of selection and contracting of consultants and progress in preparation of Project Completion Reports in a timely manner.
Project Performance Reports (PPRs) in eOperations
Prepares and updates individual Project Performance Reports every month for loans/grants outlining all required details such as project description/scope, loan/grant amount, etc.; and participates in the Department meetings when needed.
Disbursements
Administers activities necessary to process disbursement claims by reviewing withdrawal application, following up submissions, preparing correspondence and re-estimating project costs and ADB's commitments and financing percentages.
Loan/Grant Missions
Participates in natural resource management missions as required, including fact finding mission, inception mission, loan/grant review mission, mid-term mission, by providing assistance in collection of information and statistics on procurement, contract awards, and disbursement; in reconciliation of project accounts, in familiarizing Executive Agencies with ADB's loan procedures and in assisting them where necessary in preparation of withdrawal applications.
Monitoring/Reporting Requirement
Monitors and analyzes the actual awards and disbursements against targets to identify shortfalls and their underlying cause. Maintains records needed to monitor compliance with loan and TA covenants, to follow up outstanding obligations of executing agencies such as submission of financial statements, BME implementation, and quarterly progress reports; and inputting data on the status of such compliance and PID monitoring.
Prepares materials and minutes for the meetings.

Bachelor's degree in accounting, finance, business or related.
Suitability to undertake the responsibilities mentioned above at the required level.
At least 5 years of relevant work experience.
Ability to interact in a professional manner with ADB staff and Government officials.
Demonstrates knowledge and understanding of ADB's operational processes and procedures.
Proficiency with computer-based applications.
Good oral and written communication skills.
