Duties & Responsibilities

AusAID is seeking a qualified professional who is able to drive achievement of the Australian Aid
program aims and objectives. As a senior member of AusAID’s Afghanistan team, take
responsibility for and contribute to the ongoing development, management and review of Australian
development activities in assigned sectors. In particular the Program Manager will:
Policy and Program
1. Understand the key issues related to development assistance in Afghanistan, particularly in assigned sectors, including Partner Government (national and sub national systems), political directions, budgeting and financial management, performance management etc;
2. Provide high level analysis and policy advice relating to current and emerging development issues related to Australia’s development program in Afghanistan, including in designated sectors;
3. Inform and influence the Australian Aid Program to align to both Australian and Government of Afghanistan priorities and to improve effectiveness of Australia’s aid to Afghanistan;
4. In the designated sector/s, proactively manage the development, implementation and administration of AusAID’s contribution to and involvement in the sector, including developing and maintaining relationships with key stakeholders;
5. Ensure sector aims and objectives are met and develop innovative strategies to strengthen AusAID’s contribution in the development sector in Afghanistan;
6. Identifies knowledge and information gaps in the responsible sector/s, and works to harnesses information and develop opportunities to respond to Program information needs;
7. Monitor, co-ordinate, evaluate and report on the effectiveness of the Australian Aid Program, particularly in the sector/s of responsibility;
8. Establish and maintain strong feedback loops to ensure effective linkages are maintained between the Australian Aid Program and national and sub national stakeholders;
9. Facilitate donor coordination and donor harmonisation;
10. Facilitate Government of Australia VIP visits and duties as directed by the Minister Counsellor, including representation duties as AusAID’s local representative.
11. In the absence of senior AusAID staff, undertake the day to day management of Australia’s development assistance program in Afghanistan
Communications and Liaison
12. Undertake policy engagement/liaison/negotiation with Afghan government officials, development partners, consultants and contractors, AusAID central office staff, other donors, NGOs and sector stakeholders relevant to areas of sector responsibility
13. Prepare English language written outputs of all levels of complexity, including reporting, briefings, speeches and media releases. Undertake research and analysis and prepare factual and analytical reports;
14. Assist in supporting the whole of government approach to development, including building effective relationships with other Embassy staff;
15. Build and sustains relationships and relevant networks; liaise with key stakeholders including other teams, peers and colleagues across the sector/s and with other relevant organisations.
16. Achieve and maintain a high level of effective and efficient communication between the Post, Canberra and other internal AusAID stakeholders

Leadership, Management and Team Work
17. Lead development, management and review of Australian development programs in the sector/s of responsibility;
18. Translates high-level Agency and program goals and outcomes into appropriate and timely management tasks to guide personal and team performance; conveys expectations regarding outcomes and the timely achievement of objectives.
19. Assist the AusAID management team to coordinate team and people related issues including performance appraisals, management of professional development, mentoring and provision of on-the-job training
20. Agree on personal performance standards and conducts regular reviews; addresses underperformance promptly, identifies causes and agrees on improvement targets.

Eligibility/Other Requirements
The position is required to obtain a satisfactory security and medical checks.

Working Hours:

The AusAID Program Manager will work 5 days per week from Sunday to Thursday (40 hours per week) from 08:00am to 05:00pm (longer working hours may be required according to work-load).

6. Sound understanding of the role of the Australian Aid Program at both national and sub national levels; and
7. A commitment to and demonstrated capacity to implement the principles and practices of Workplace Diversity, OH&S and Employee Participation policies.
