Job Summary

This position contributes to building more effective Australian development assistance to Afghanistan, and in particular, Uruzgan province. The successful candidate will be part of an AusAID team based in Tarin Kowt, Uruzgan province supported by a Counsellor (Development Cooperation) based in Kabul and a Canberra-based team. The appointment is for 6 months on a contract basis with generous leave provisions.
AusAID’s Uruzgan team will continue to build a close working relationship with the Australian Defence Force’s (ADF), monitor existing programs in Uruzgan and identify new activities and other implementing partners for AusAID funding.
The successful candidate will work with the Provincial Reconstruction Team (PRT) on the Multinational Base Tarin Kowt and occasionally may be required to travel to Kabul and Kandahar.
The Program Officer will work closely with a range of counterparts including U.S and Australian military officers and civilian Development Advisers from a range of donor countries. Regular engagement with Provincial Government counterparts as well as international and local implementing partners will be essential.

Duties & Responsibilities

The key focus of the AusAID Program Officer/Interpreter role will be to assist AusAID to manage and monitor AusAID-supported activities in Uruzgan as well as provide cultural advice and translation / interpretation skills.
Duties will include but are not limited to the following:
• In collaboration with PRT counterparts, participate in regular discussions with the Provincial Development Council and other local/national stakeholders regarding humanitarian/development challenges in Uruzgan;
• Provide an ongoing assessment of humanitarian and development priorities in Uruzgan;
• Investigate and recommend potential aid program interventions in Uruzgan, including the identification of prospective implementing partners and opportunities for joint donor funding;
• Maintain AusAID’s relationship with the PRT, donor counterparts and other stakeholders operating in Southern Afghanistan;
• Provide ongoing reporting to the Australian Mission in Kabul and AusAID in Canberra;
• Manage AusAID’s program/s as directed;
• Assist with briefings, contract management and general administration;
• Travel and participate in development for Afghanistan, and
• Other duties as directed by AusAID in Uruzgan or Kabul.


Reporting:
AusAID Program Officer/Interpreter will report to AusAID Development Advisers.

Working Conditions:
The AusAID Program Officer/Interpreter will work 6.5 days per week from Saturday till Friday- lunch time according to normal PRT working hours.

Job Requirements

Essential:
• Degree in Business Administration, international development or related field;
• Well developed communication skills, including the ability to effectively engage with a wide range of stakeholders in a range of challenging settings;
• Flexibility, judgment, responsiveness and the capacity to engage effectively in cross cultural settings;
• Ability to operate autonomously and display initiative in a dynamic and challenging environment, including ability to cope with difficult environmental conditions and physically/psychologically challenging situations, and
• Ability to provide Afghan cultural advice and translation / interpretation skills (Pashto and Dari to and from English)
Desirable:
• Good understanding of and experience in civil-military engagement, and Previous experience of aid delivery in fragile settings
