Job Summary

The Branch manager bears the overall responsibility for the implementation of HFL products in his/her branch.

The Deputy Branch Manager is responsible for managing, supervising, delegating, monitoring and supporting the branch activities and staff performance, support the Branch Manager and replace him in his absence, monitor branch cash liquidity and check vaults by end of the each day.

Duties & Responsibilities

BRANCH MANAGER

SUPERVISORY RESPONSIBILITY:
The Branch manager reports directly to the Head of Operation.

Responsibilities:


Credit department management;
o To make sure the effective implementation of HFL strategy and methodologies;
o To manage the work of Loan Officers, Loan administrators and all other members of his/her branch;
o Taking part in the Credit Committee meetings;
o To hold regular daily staff meetings;
o Provide branch accountant with requests for funds for approved loans;
o Organize filing and storage of all borrowers’ documents, signed loan agreements secured by real estate (mortgage);
o To make frequent and extensive field visits to sub-officers in order to control and to monitor the work progress. The branch manager must spend at least 50% of his/her time in the field to check the quality of the portfolio and supervise his/her staff.
o To plan field visits with Loan Officers to monitoring clients;
o To collect all the documents needed to monitor credit and portfolio status reports;
o Collect and provide information to forecast cash flows, including cash requests to Head of Operations/ Financial manager;
o Prepare and provide weekly and monthly work plans, reports, in accordance with the goals and objectives identified by the Head of Operations;
o Implement recommendations of internal and external audit.
o Perform other tasks and assignments set by the Head of Operation.


Administrative and Human Resources Management;
o Control of quality and timely execution of tasks entrusted to the loan officers, credit administrator and all the other members of the branch;
o Conduct on-time and qualitative assessment (appraisal) of loan officers and other personnel under regulation on performance appraisal;
o Actively participate in the training of new loan officers and loan administrator;
o Perform logistic operations in the Branch


Accounting and Financial Management;
o To ensure a close linkage with finance, administration, logistics and auditing at the branch level;
o To manage branch budget in coordination with the Head of Operations.


Reporting;
o Manage the work of credit administrator through monthly reports for portfolio and other reports;
o To provide Head of Operation/ COO with qualitative and on time monthly reports on the branch activity;
o To provide Head of Operation / COO with qualitative and on time reports on portfolio at risk, reports on bonuses for loan officers;
o Prepare payment schedule and delinquency reports together with the loan officers and present them to the Head of Operations;
o Assist Head of Operations in the preparation of all requested reports;
o Perform the study and analysis of competitive advantages.


DEPUTY BRANCH MANAGER !

SUPERVISORY RESPONSIBILITY:
The deputy branch manager will assist and report to the branch manager.

Responsibilities:


To assist the branch manager to monitor and supervise the branch staff performance, operations, administration and to make sure that all fixed assets and office supplies are appropriate and secured;


To welcome the clients at the branch and responding to their queries, if needed, introducing them to the Loan Officers;


To check, monitor, follow up and validate the loan documents with compulsory supporting and confirming the alignment of all received documents from clients is in place with the HFL credit procedures;


To meet with the new clients of Loan Officers, preparing the initial documents of clients with full due diligence;


Follow-up with clients of Loan Officers for any pending and new required documents (e.g. tazkeras, guarantors, qawalas, photos, fingerprints and etc...) and to monitor the clients daily business activity in term of compliance;


To communicates with other units regarding problem arising from clients to get resolved;


Follows-up regular the active clients as well as delinquent clients and important clients in collaboration with the Branch Manager;


To check vaults position at the end of day and manage cash liquidity with Cashier;


To train the branch staff when there is a performance related problem, and guidance them when there is an approach or behavior related problem;


Make sure full compliance with the relevant HFL policies and procedures, and full alignment with the audit endorsements;


To act as branch manager in the absence of the branch manager.


Any other alike tasks assigned by the direct supervisor.

Job Requirements


Bachelor in Business Administration, Finance or Economics is preferable, or equivalent experience

Minimum 2 years supervision experience

Fluency in English with strong written and verbal communication skills; knowledge of Pashto /Dari is an asset

Excellent analytical, communication and interpersonal skills, and experience in people management;

Ability to work in a challenging environment with poor infrastructure and human capacities and difficult security conditions;

Highly motivated with a strong interest in development and social issues.
