AB-HR is looking for qualified applicants with experience in one of the following area:

Salary for Position (Between: $2500 to $3000 (Taxable/Negotiable)
Duration Contract: Six Months with possibility of extension for another four years (on yearly bases).

PURPOSE: The Afghan Business Advisor services focused on economic development and commerce as well as business development and contracting in support of contracting operations throughout Afghanistan. Also, Advisors will support the transition of operations from the international community/forces to the GIRoA.
Advisor effort will align with Commander International Security Assistance Force’s (COMISAF’s) Counterinsurgency (COIN) Contracting Guidance focused on achieving effects to include:
• Employing more Afghans,
• Facilitating skills transfer to develop the workforce,
• Supporting the growth of a modern and competitive business sector,
• Bolstering the economy,
• Reducing corruption,
• And improving support for the Government of the Islamic Republic of Afghanistan (GIRoA).
DUTIES AND RESPONSIBILITIES
• Advisor shall provide professional technical support services, advice, and assistance to U.S. and Coalition organizations supporting Operation Enduring Freedom in Afghanistan. The Advisor will work alongside military units on location in provinces throughout Afghanistan.
• Advisor shall prepare required documentation to include technical reports, in-depth analysis, or specialized graphics. The Advisor shall assist in and present demonstrations, facilitate workshops, and partner meetings.
• Advisor shall conduct their work assignments and adhere to standards of conduct as prescribed by U.S. military instructions, this contract, and laws of the host nation.
• Whenever on travel, the advisor maybe required to live and work in temporary facilities (harsh, and other environments to include living in Spartan conditions etc..). These facilities will be the same standard as those provided to U.S. Government personnel and in accordance with (IAW) theater guidelines and local camp facilities. Initial living conditions may include tents for sleeping, temporary shower facilities, and porta-toilets. As base improvements occur, Contractor personnel will be moved to improved living conditions (trailers for sleeping, showering, and latrines) when available, and at the discretion of the Garrison Commander.
• From time to time, Advisor shall assist in basic office administration such as answering the telephone and keeping their work area clean.
• Advisor may be attached to local military units and work directly with Coalition Forces. In such cases, the local military units will maintain operational and logistical control over the Advisor.
• Each Advisor shall complete weekly reports. These reports will detail the Advisor’s accomplishments and utilization during the previous week. These weekly period reports should be collected and maintained by the management personnel. Management personnel shall compile these reports in a summary format for the monthly activity reports. These weekly reports shall be made available to the U.S. Government upon request.
• Each Advisor shall maintain and present a professional image to include apparel, appearance, personal hygiene and conduct.
• Develop the workforce, supporting the growth of a modern and competitive business sector, bolstering the economy, reducing corruption.
• Employee shall organize, manage, moderate, and prepare graphic presentations, produce seminars, training events, forums, conferences, workshops, and other special events in support of C3 onsite/offsite military installations.
• S/he shall comply with USFOR-A procurement vetting policies and procedures. Maintain strong business and procurement relationships with all partner organizations, donor countries, and commands for mutual trust and understanding between military and the Afghan people.
• S/he shall provide advice and training on culture and language as it pertains to the U.S. Government and Afghan Procurement.
• S/he must be familiar with local Afghan culture and customs and be able to conduct them selves and advise others to act in ways to enhance accomplishing assigned missions.
• Other duties to be assigned by respective mission.
ABILITY:
• Potential candidates must disclose business interest, commercial relationships, or real property owned in Afghanistan, the Middle East, and central Asia to prevent conflicts of interest. As appropriate, and on a case-by-case basis, the stated qualification level of a Graduate Degree above may be modified, should exigent circumstances arise.
• Be able to function effectively and efficiently during extended periods of high pressure and stress.
• Be capable of being accepted in professional relationships with host-nation counterparts.
• Be able to conduct real-time and accurate interpretation of on-going conversations.
• Be proficient in utilizing Microsoft applications to include word processing, spreadsheet management and presentation development.
• Personnel shall complete ethics training within two weeks of arriving in theater (Training to be provided by company/mission).
KNOWLEDGE:
• Be knowledgeable of GIRoA federal, provincial, and/or local regulations and statutes, as well as United States Forces – Afghanistan (USFOR-A), ISAF and C3 regulations and documentation.
• Be able to effectively communicate, verbally and in writing, in English, Dari, and Pashto Be able to translate spoken and written word between all three languages. Have the ability to write senior level reports and proposals. International Language Requirement (ILR) shall be a minimum of level 3 in speaking, listening and reading and writing in Dari, Pashto and English.
Hours of Operation
An average working hours would be 8 to 12 hours a day in the contract. However, you will be allowed to leave early subject to your supervisor approval.
Whenever on travel - the advisor for this contract may stay 24 hours a day, 7 days a week based on the requirement to respond to short-notice tasking.
Education Requirement:
Applicants shall have at a minimum a Bachelor degree or higher in Business, Agriculture or Economic discipline such as Financial Management, Agriculture, Business Administration, Project Management, Contracting, Accounting or other associated discipline form accredit Universities from Western countries or Afghanistan.
Experience Requirement:
• Possess five or more years experience working for a western-oriented, US Army or Afghan government procurement/Translation/economic/agriculture organization. At least two of five is preferred to be with US Army.
• Also, applicant shall possess experience in business development, marketing and participating in international trade shows and/or missions, where such experience clearly demonstrates a working knowledge of the business environment of an assigned area within Afghanistan.
• Applicant shall be proficient in Microsoft Office software and databases to include the ability to utilize a Dari/Pashto/ keyboard.
SECURITY CHECK/CLEARANE:
• Employment is contingent upon satisfactory completion of a background investigation and security clearance adjudication conducted by the mission (The background investigation shall be repeated Periodically (Time to Time). The scope of the clearance process is as follows:
• Investigations attempt to assess whether a potential employee might compromise sensitive information or is otherwise unfit for an official position.
• Investigations include interviews, screening tools, and records checks.
• Investigations explore information regarding an individual’s loyalty, character, reliability, trustworthiness, and honesty.
• The investigations provide assurance that a person has not demonstrated behavior that could be a security concern to the mission.
MEDICAL EXAMINATION:
• Employment is contingent upon satisfactory completion of medical examination with no positive result. The medical tests are:
a) HAV
b) HBs
c) HCV
d) HIV
e) VDRL
f) Chest X-Ray PA (NOMENCLATURE)
