Duties & Responsibilities

The key-task of Business Development Consultant is making findings which shall include recommendations for improvement of the project and its communication to the involved stakeholders.

A plus would be a basic understanding of national and international policies in the field: The consultant will also need to recommend on alignment of the project’s comments on SME support with the applicable policies like Afghanistan National Trade Policy (ANTP) and National Priority Programme for Private Sector Development (NPP PSD) and other applicable papers in support of SME that has been endorsed by Afghan government (eg. Ministry of Commerce and Industry, High Economic Council (HEC) and/or Executive Committee on Private Sector Development (PRISEC).

The incumbent beside the central work of ensuring quality assurance for all components will support, assist and advise the Implementing Agency for oversight and monitoring of the project.

The role of a business development consultant is associated with various stakeholders, tasks, duties, and responsibilities, which are listed below but are not limited to:

General Monitoring:

·        Development of monitoring plan together with Project Implementing Agency for monitoring and verification of the progress made in the project components.

·        Verify the quality and applicability of systems and processes applied by the Implementing Agency in achieving the defined results and make sure they are resilient against any wrongful deception intended to result in financial or personal gain (corruption).

·        Reports on any risks or situations that endanger timely, budget and quality wise project implementation and achieving of project objectives.

·        Recommends actions to mitigate the identified risks and improvement of situation.


Remote Management, Monitoring and Verification (RMMV)

RMMV is an integrated, secure smartphone- and web-based platform which will be used throughout the project lifetime by the various project-implementing stakeholders for verification and remotely monitoring of the project.

·        The incumbent will input into the RMMV the verification and monitoring data and documents system by using smartphone application and the web-based interface.

Physical on-site monitoring

The Consultant will carry out spot checks of the business consultant’s offices as well as spot-checks to MSMEs.

·        Visit MSME beneficiaries together with implementing agency to monitor their progress

·        Attending mentoring/ business coaching organized by implementing agency

·        Verify if beneficiaries have received the cash support as documented and if they use it for the agreed purpose and assess if the amount is justified/adequate for the purpose.

·        Keep track of the gender ratio of beneficiaries and verify if the women being formal beneficiaries are in reality able to utilize the funding for their indicated purposes.

Business Development Consultation:

·        Assist in Business and financial planning and preparation

·        Providing capacity building measures on introduction of Interpretation of Internationally- recognized good practices for the boosting of Entrepreneurship in the project location.

·        Provide evaluations on the design and content of business mentoring courses also to illiterate women on basic business skills

·        Provide support and advises to beneficiaries (SMEs) on developing business and financial plan in

receiving the cash grant from the implementing agency.



·        Support SMEs in management and utilization of the cash grant including disbursements plan and understanding of the local market dynamics and business environment in the area.

·        Conduct socio-economic competence assessment

·        Provide advices for needed training & qualification for the SMEs

·        Providing analysis to existing SMEs and their practices and makes recommendations necessary for sustainable growth.

Job Requirements

Education:

University degree in economics, business administration, finance, public administration or related field.

Skills:

●      Proven ability to work effectively in complex and cross-cultural teams/environment; abroad experience is a plus

●      Willingness to undertake field travel and interact with different stakeholders within Afghanistan and internationally

●      Experience in data processing and with computers;

●      Ability to manage relationships with multiple stakeholders, including Afghan governmental departments, private sector, and international stakeholders.

●      Ability to use common computer software, including email, MS Office, and tailor-made Remote Monitoring applications.

●      Excellent communication skills in English and Dari and Pashto.

Knowledge:

The incumbent should have good understanding of actors, policies and stakeholders in the Private Sector of Afghanistan. This can include the High Economic Council (HEC), Executive Committee on Private Sector Development (PRISEC), Afghanistan National Trade Policy and Afghanistan National Priority Programmed for Private Sector Development (NPP PSD).
