The Cadastre Specialist will work in component 1 of the LARA Project, and will work with members of the project’s team, local counterparts, implementing partners, and meanwhile will keep working relation with Cadastre Department of AGCHO. The main objectives of the activities of this position are to support the settlement teams of ARAZI of MAIL. The Cadastre Specialist will report to the Team Leader of the Component.
Main Responsibilities:
The Cadastre Specialist works under the direct supervision of the Team Leader of the Component to which he / she is assigned and is responsible for the following tasks and duties:
• Produce cadastral and topographical maps and plans with the required scale for selected provinces of the country;
• Produce vector parcel maps for the selected areas;
• Collect the cadastral and topographical data and perform coordinate calculations;
• Edit and estimate land areas with AutoCAD and be responsible for the import of GPS data into other processing tools;
• Scan and geo-reference the maps;
• Oversee sub-contractors undertaking formalization fieldwork;
• Assist in training sub-contractors and government agency staff in technology and methodologies used by LARA;
• Coordinate all the activities with the relevant team of the Component(s);
• Coordinate the activities with the Cadastral Department of AGCHO.
• Any other task or assignment to be given by the Team Leader of the Component.
Required Skills/Competencies
The Cadastral Specialist should meet the following requirements:
• He/she should be graduated from Engineering or Computer Science, with at least 3 years working experience, with a demonstrated capacity to perform the assignment;
• Experience with government agencies will be considered favorably
• Practical knowledge of total stations, ArcGIS, GPS, AutoCAD and command in MS Office (Word, PowerPoint and Excel);
• Practical experience in cadastral surveying/mapping and/or formalization will be viewed favorably
• Experience in Jalalabad will be taken in consideration
• He/she should be confident in dealing with people from local communities
• He/she should be fluent in English and Dari and able to translate from and to both languages;
• He/she should be organized and neat, paying meticulous attention to details; this includes proper recording and archiving of data
• He/she should have an inquisitive mind, tenacious and imaginative in the pursuit of the required information or documentation;
• He/she should be a motivated, flexible self-starter, able to listen and to manage his/her own time working independently based on agreed plans;
• Be able to work in a multi – cultural and multi- disciplinary environment.
• Be able to travel to provinces subject to security clearance.
