Description of the work
1. Position in the organisational chart
The CBPM monitoring Officer is part of the operational team of the EU-funded Panj-Amu River Basin Program (P-ARBP). The P-ARBP is a Natural Resources Management (NRM) program implemented during 44 months from 2011 to 2015 in 5 districts of Bamyan and Baghlan provinces.
The CBPM (Community-Based Pasture Management) monitoring Officer is in charge to monitor CBPM activities, Pasture Users Groups (PUG) and Catchment Management Associations (CMA).
He/she is also in charge to supervise pasture protective works and to support watershed protective works.
He/she is directly under the supervision of the Agro/CBPM PM assistant or Team leader.
List of main tasks:
Assessment
Collect accurate data’s at community level and participate in data analysis
Assist in initial assessment and conducting baseline survey under the responsibility of Agro/CBPM PM assistant or Team leader
Help in evaluating CBPM activities implemented by Solidarites International and other relevant organizations in targeted areas
Help in setting up criteria for selecting targeted communities
Assist in conducting assessment survey to control progress of program and efficiency of activities (impact survey, KAP survey)
Participate in consultancy missions
Implementation and operational monitoring
Mobilize the targeted communities and create awareness about the program activities
Give support for communication about the project principles and good coordination with local authorities and village leaders
Help in designing methods and tools for the implementation and monitoring of CBPM activities
Re-sensitize targeted communities to the messages of the CBPM awareness officers
Re-invigorate the existing PUG and CMA to plan and implement their activities
Give support to PUG and CMA to formulate pasture management plan and integrated watershed management plan
Give technical support to the implementation of domestic energy activities
Define, supervise and implement CBPM activities related to pasture protective works (e.g. re-seeding, reforestation…)
Participate in definition and implementation of watershed protective works
Mobilize targeted PUG and CMA for the operation and maintenance of works built by Solidarités International
Monitor CBPM activities by using monitoring tools designed
Evaluate the impact of CBPM activities on bush regeneration
Evaluate the satisfaction level of beneficiaries relating to CBPM activities implemented at field level
Identify any potential negative impacts and propose solutions
Participate actively in all staff training session organized by Solidarités International
Reporting / Communication
Ensure a good coordination with the other project teams
Keep files and monitoring archived at the Solidarités International office accessible to the Agro/CBPM PM assistant or Team leader and the Program Manager
Share with the Agro/CBPM PM assistant or Team leader and/or the Program Manager every information about security, activities, logistics or administrative issues occurred at field level
Participate in the preparation of the regular program reports
Participate to the general program meetings (weekly, monthly…)
Communicate orally about any important issue in internal staff meetings
Ensure translation for expatriate staff during field visit or meeting
Education:
- University degree in environment, Forestry and/or Agriculture
- Knowledge in GIS is a plus
Experience:
- At least 5 years of working experience
- At least 2 years of working experience in rural development program
- Experience in Community-based and participatory approach
- Experience in Monitoring and Evaluation
- Strong field experience of work with rural communities
- Past experience in Central Highlands or other any mountainous areas is a plus
- Knowledge in environment and natural resources
Technical Skills:
- Knowledge in conducting assessment
- Knowledge in Monitoring and Evaluation
- Knowledge in natural resources management and Watershed methods
- Data Collection, entry and analysis
- Practices of computer (Word, Excel, Power Point)
- Reporting skills
Language:
- Fluent in spoken and written Dari
- Good spoken and written English
