Job Summary

ARD Inc. is requesting Expressions of Interest from qualified Senior Chief of Party candidates to lead the USAID-funded Assistance to Afghanistan’s Anti-Corruption Authority (4A) project in Afghanistan. This is a 3-year project requiring a firm 18-month commitment. The Chief of Party will be responsible for providing all project technical and administrative oversight and must have experience promoting anti-corruption reforms in a development setting and be able to suggest appropriate, successful anti-corruption models that have been applied in other countries. This position also requires solid experience managing complex projects and serves as the principal link between USAID, ARD, and other partners. Fluent written and spoken English is essential. Working knowledge of Dari and/or Pashto preferred. There is no citizenship requirement for this position.






Duties & Responsibilities

Responsibilities:

--Collaborate closely with USAID in developing, implementing, and revising the project’s overall strategy
--Coordinate and supervise national and international staff as well as all short-term TA
-- Work closely and effectively with high-level host-country officials
--Provide oversight to all project activities
-- Coordinate and supervise subcontractors; oversee grant recipients
-- Hold overall responsibility for all aspects of the project

Job Requirements

Qualifications:

-- Minimum 10 years of relevant technical experience working in transparency and anti-corruption;
-- Solid and demonstrated experience managing anti-corruption and public policy reform programs;
-- Previous experience working on similar USAID-funded programs and excellent applied knowledge of USAID rules and regulations
-- Proven experience in managing complex assistance projects as well as working in politically sensitive contexts is desirable
--Strong liaison and negotiation skills
-- Advanced degree in law, finance, accounting, business administration or related disciplines is required
