Project/Proposal Summary: The Afghanistan Workforce Development Project (AWDP) is an 18-month, USAID-funded program to provide capacity building assistance to Afghan NGOs and businesses providing public and private sector technical and vocational education and training (TVET). The overarching goal of AWDP is to increase job placements, salaries/wages, and self-employment opportunities for Afghan men and women through the provision of market-driven skills training, business training, and linkages to credit, business development support, and job placement services.

Position Summary:
MSI is seeking a Chief of Party to lead program implementation and oversee all technical and managerial decisions related to the AWDP project. The COP will ensure the efficiency and effectiveness of the program and the development of information and reporting mechanisms, products, and systems. He/she will work closely with the designated AWDP Contract Manager and COTR.

Duties & Responsibilities

Responsibilities:
• Lead program implementation and oversee all technical and managerial decisions related to delivery of the project, including monitoring and evaluation systems, capacity building, and public information products;
• Serve as technical expert on workforce development, especially in business education and training;
• Provide technical guidance in relevant program areas;
• Recruit and supervise short-term U.S., third country, and local experts;
• Ensure quality oversight of all products provided by AWDP, including those from short-term experts.

Job Requirements

Qualifications:
• 8+ years of international development programming and management experience;
• Demonstrated technical experience in workforce development, specifically TVET and/or business education and training;
• Prior project management experience on similar scale, particularly in transitional, post-conflict, and/or Islamic countries;
• Experience in building and effectively supervising a diverse team of employees spread across an expansive region;
• Demonstrated effective interpersonal skills, pro-activeness, creative problem-solving, and ethical management;
• Prior experience working with international donors and knowledge of USAID’s policies and procedures;
• Experience in Afghanistan or conflict environment.
