The Citizens’ Charter aims to build united villages, neighborhoods, cities, that share a common vision for building the Afghan nation.
The heart of the Citizen's Charter is a compact between the Government and the Community Development Councils. In this compact, over the next 10 years the Government will provide communities with the most important services such as drinking water, health, education, electricity, irrigation systems, agriculture extension and roads, In exchange, communities will be honest and transparent in their use of funds, they will ensure that all village men and women benefit from services provided through the Charter, and they will provide security to government workers.
Operating Principles
All Stakeholders in the Citizens’ Charter, including CDCs and the government, will be guided by the following principles:
1. Afghanistan’s people are the nation’s greatest asset and the Government’s partner in development
2. Communities are the best placed to identify their own development needs;
3. Everybody in the community should benefit, especially the poor.
4. CDCs and Cluster CDCs will guide development in their communities.,
5. CDCs will maintain public infrastructure
6. Fraud and the misuse of funds can lead to losing funding from the Government
7. Poor men and women will be included in local bodies and activities (CCDCs/ sub-committees; planning, implementation, monitoring)
8. Community Development Plans should take into accounts the needs and problems of women, as well as marginalized and vulnerable groups such as people with disabilities, widows, and the destitute, who are the social and religious responsibility of all Afghans
A) Job Specification: Task and responsibilities:
Program Development, Quality and Management (Suggest to call this Program, Development, Quality and Management – as program development is largely done)
In consultation with relevant line ministries, ensure program quality and management in line with government strategic vision for social inclusion and poverty reduction.
Ensure that the MoF leadership is well informed on programmatic and operational performance of the CC ministries in relation to their mandates in the Citizens’ Charter
In consultation with the President’s Office and the Citizens’ Charter Ministries, contribute to and represent the interests of the GoIRA and its development agenda to ensure that the implementation of CC Program achieves the desired outcomes: equitable development, including the inclusion of women, including women-headed families, IDPs/Returnees/Economic Migrants, disabled persons, and the poor, in general in all project activities (planning, implementation, monitoring and evaluation) through efficient, transparent, and accountable processes.
Maintain linkages and periodic meetings with relevant sections within other ministries (particularly the programmatic leadership, capacity building, research and monitoring departments to obtain, discuss, and learn of the implications of the findings of participatory research, monitoring, internal and external evaluations, and so on.
Ensure that all research, to identify and develop new projects, is aligned with government strategy for poverty reduction and social inclusion in coordination with CC ministries.
Plan time frames and budgets as well as development of new concept papers and liaison with government authorities and donors.
Mobilise the support of government, NGO and community stakeholders, including development of fundraising strategies in country with submission of proposals.
Contribute to the development, coordination, and capacity building initiatives in support with CC ministries for local partner organizations to ensure learning and best practice is shared and developed. This will evolve to include partnership management and transferred learning.
Contribute to and ensure that program strategies, including monitoring and evaluation, are gender-sensitive, pro-poor
Contribute to, encourage, and foster a sharing and learning culture amongst the CC line ministries
Develop, in consultation with CC ministries, national advocacy strategy to draw grass-roots participation in projects with national and international lobbying coordinated in the ministries.
Produce monthly and quarterly reports on a timely basis to government authorities and donor community.
Organise and facilitate internal and external evaluations of the program in coordination with WB and CC ministries, using these as opportunities to elicit and document achievements, challenges, learning and opportunities
To coordinate CC activities across all the CC ministries (MRRD. IDLG, MAIL, MoE, MoPH, MoF and the OoP)
To develop a full-size project document and the detailed project outline in accordance with Government of Afghanistan and WB requirements
To develop and implement a Program Work Plan and Program Design, and prepare revisions if required in coordination with relevant ministries
To develop and ensure implementation of a change management plan for: Human Resources, Budget & Finance, Procurement, Monitoring and Evaluation, Public Administration, Communications in coordination with relevant ministries.
To carry out an institutional needs assessment of CC ministries to enable them to discharge services efficiently and effectively in regard to identifying equipment needs, procurement planning, staff training development, development of municipal inventory databases
Ensure a strong focus is continuously maintained in all aspects of the program design and implementation to achieve the purpose of sustainable rural and urban poverty reduction.
Provide program support such as administrative, project monitoring, project management, budget preparation, support to consultant missions, in provincial locations and Kabul as required.
Fundraising
Working in line with the institutional fundraising strategy, Aid Management Directorate and with the WB for fund raising through national budget and trust funds for Afghanistan.
Submit concept notes and bulletin for review and information with government authorities and donors.
Conduct presentation and organize information sharing sessions with government authorities and international community.
Identify in-country funding opportunities, aligned to Citizens’ Charter strategy.
Provide the support with writing donor proposals to CC ministries, on time and to the required standard.
Donor Reporting
Complete donor report in timely manner with feedback from CC ministries
Financial Management
Make sure accurate data is collected from CC ministries, analyzed and financial reports demonstrating, expenditure, existing budget and gaps.
Ensure the timely payment to the Facilitating Partners and Community Development Councils as well as to the contractors and ministries.
Work with the Finance and Operation Officers to develop accurate and realistic financial reports, budget allocation and reconciliations if needed.
Qualifications:
Master degree in Public Policy, Social Science, Governance, Development Studies, Economics or Business Administration with 5 years of experience is required.
