The purpose of the position will be to advise the council and Executive Director on the pending legislation and development of the PSCSEC’s overarching strategy and the preparation of the PSCSEC’s necessary documents and work plan. The PSCSEC’s mandate includes:
• Reviewing progress towards the implementation of the Roadmap (agreed on a set of indicators against which progress in creating an enabling environment is measured);
• Analyzing and selecting priorities amongst the various recommendations;
• Identifying shortcomings in implementation and suggesting remedies;
• Participating in and presenting progress reports at the regular JCMB meetings;
• Serving as a sounding board on new legislation before such legislation is submitted
to Parliament;
• Monitoring the development and growth of the private sector as well as civil society in Afghanistan;
• Raising issues of concern for immediate action to the President, Cabinet, Parliament and other key decision-makers; and
• Establishing effective mechanisms to strengthen contacts and interaction between the Government, business and civil society leaders for ongoing dialogue with Government on issues relating to the private sector’s involvement in social and economic development.
The Civil Society Coordinator will also be responsible for coordinating all the civil society’s related activities within the PSCSEC, and advising the ED on the appropriate structure and organisation of the Secretariat over time. This will be essential to ensure the Secretariat remains a lean, effective organisation that is responsive to the changing needs of the PSCSEC core market.
Reporting to the ED of the PSCSEC, the key responsibilities and accountabilities of the Civil Society are outlined as follows:
Strategic
• Under the direction of the Executive Director, provide creative and dynamic support of the PSCSEC secretariat.
• Align the work habits with the PSCSEC strategic plans.
• Clear understanding of the PSCSEC Roadmap and other private sector related development issues.
• Clear understanding of the Civil Society role in the PSCSEC mandate.
Operational
The Civil Society Coordinator has a key coordinating and advisory role to play in supporting the PSCSEC Secretariat:
• Assist the Executive Director in preparation of the PSCSEC Council Meetings and, as required, other meetings.
• Assisting the Executive Director in Private Sector Development related matters including but not limited to the collecting most up to date information and reports, Private Sector stakeholder engagement support and private Sector related legal framework needs.
• Follow up on the completion and approve of drafted amendment to the social organizations law.
• Prepare draft documentation such as the quarterly reports, spread sheets, meeting materials, and meeting minutes.
• Keep and update records of partner relations, dissemination of PSCSEC materials, newsletters and reports
• Conduct performance evaluation of the staff members
• Maintain daily filing and office work.
• Assist the Executive Director in the Civil Society related matters.
• Contribute to the PSCSEC communication strategy.
• Liaise with the Private Sector coordinator and enable a reasonable and prudent constructive communication.
Professional Conduct
• Comply with personal legal liabilities and fiduciary requirements of diligence and care in carrying out the duties of the PSCSEC.
Act honestly in all the affairs of the PSCSEC and avoid conflict of interest and, should this arise, it must be declared. It is essential that the ED does not seek to make a profit from the PSCSEC or engage in transactions that provide personal profit or advantage.
Qualification and Experience:
• Tertiary qualifications in a field of relevance with postgraduate qualifications an advantage.
Experience:
• Proven experience in Private Sector and Civil Society development in Afghanistan
• Proven experience in economical development through enabling of private sector and civil society
• Proven experience in preparation of economic strategies, know how and technology transfer
• Proven experiences in establishment of joint ventures and set up of PPP’s
• Prior experience of in Civil Society entities
• Demonstrable experience in change management and performance management
• Previous experience of providing policy advice to senior decision makers a strong advantage
• Demonstrated experience in developing and maintaining effective work relationships.
• Prior experience of working within multi stakeholder entities
Knowledge:
• Demonstrated understanding of legislation and regulations that facilitate business, trade, investment and job creation in Afghanistan.
• Demonstrated knowledge of the social, political and economic environment in Afghanistan
• Understanding of the business of government and high level decision-making processes.
Personal Skills and Abilities:
• Exceptional interpersonal communication, relationship building and networking skills.
• Ability to provide concise, strategic guidance to senior decision makers.
• Ability to communicate with persons of various cultures and disciplines.
• Excellent written communication skills.
