Job Summary

Under the supervision of the Partnership Development Advisor and as part of the Partnership Unit, and in close cooperation and consultation with the Civil Society Advisory Committee (CSAC) to UNDP Afghanistan, the Civil Society Liaison Officer will strengthen the cooperation mechanisms between the Afghan Civil Society and UNDP.

Duties & Responsibilities

Summary of key functions

Facilitating coherent engagement between the Afghan Civil Society and UNDP Afghanistan

Developing solutions for enabling institutional mechanisms for dialogue and consultation between UNDP and both the Committee and the wider Afghan Civil Society on issues critical to development.

Proposing practical measures and mechanisms for strengthening UNDP partnership with both the Committee and the wider Afghan Civil Society through the development of joint UNDP-Civil Society initiatives, such as joint programmes, joint advocacy and communication activities.

Supporting advocacy of civil society initiatives by disseminating information through the Committee and the wider Afghan Civil Society, and key Civil Society actors at the national, provincial and local levels.

Promoting information-sharing with both the Committee and the wider Afghan Civil Society.

Diversifying the guidance and feedback from both the Committee and the wider Afghan Civil Society.

Identifying opportunities for the establishment of partnership and engagement with key Civil Society actors - at the national, provincial and local levels - to ensure harmonization with other initiatives.

Developing and drafting joint UNDP-Civil Society’ initiative proposals, and provide inputs to further develop existing initiatives.

Facilitating the work of the Committee

Facilitating consultations between UNDP and both the Committee and the wider Afghan Civil Society, wherein partners learn to identify and select key constituent and policy reform issues of interest to the public.

Coordinating the preparation of regular meetings of the Committee.

Producing minutes of meetings of the Committee, and ensure appropriate follow-up as well as exchange of communications among Committee Members.

Producing quarterly reports on civil society engagement with UNDP.

Updating the UNDP partner database on a monthly basis.

Working with the wider Afghan Civil Society to ensure a role by women and youth in all activities.

Serving as the principal contact with both the Committee and the wider Afghan Civil Society.

Serving as facilitator of the Secretariat of the Committee.

Other functions

Performing any additional tasks as requested by the Partnership Development Advisor and the Committee.

Key Results;
The work of the Civil Society Liaison Officer has a significant impact on reinvigorating UNDP Afghanistan’s partnerships with the Afghan Civil Society as well as the newly-established CSAC, and on strengthening advocacy capacities to nurture and forge solid and innovative relationships.

This will lead to position and leverage UNDP Afghanistan as credible, trusted, and effective partner to the Afghan Civil Society, in order to deliver the transformational development results in the critical and rapidly changing environment leading to and following the expected transition in 2014.

Effectively network with Civil Society partners seizing opportunities to build strategic alliances relevant to UNDP’s strategic agenda;

Sensitizes the Civil Society to the UNDP’s strategic agenda, identifying areas for common interests and joint efforts;

Identifies needs and interventions for capacity building of the Civil Society.

Job Requirements

Education:

Master’s or bachelor’s Degree in international development, political or social sciences, or development-related field.
Experience:

With Master’s degree 2 years and with Bachelors 4 years of professional experience in development cooperation;

Significant experience with the Afghan Civil Society and in partnership-building;

Competent with office software packages, including power-point, excel, basic design software.
Language:

Fluency in English, Dari and Pashtu


Significant experience with the Afghan Civil Society and in partnership-building;
