Swedish Committee for Afghanistan (SCA), Multi Location
Scope of Work:
SCA runs large development programmes within the sectors of Education, Health, Disability and Rural Development. All programmes are increasingly interacting and partnering with Civil Society Organisations (CSOs), contributing to the strengthening of Afghan Civil Society (CS) as a whole. SCA is simultaneously stimulating the growth of Afghan CS directly through project and capacity developing support to national CS actors, community based development partners, and networks.
The CS Unit (CSU) is a methodology unit which broadly aims to ensure that SCA’s programmes work in partnership with and strive to strengthen the capacity of Afghan civil society and local communities in order to increase participation and local ownership of the development process, to strengthen participatory decision making processes and improve intra and inter-sector cooperation for improved development outcomes. The CS Senior Officer has a delegated mandate from the CS Coordinator within the realms of CSU office administration and capacity development support toward the CS partners which specific focus on the SPF/ODF grant support. In addition to this the CS Senior Officer will partake in all relevant CSU processes, among others method development, capacity development, monitoring, networking, advocacy, planning and reporting.
Main Responsibilities:
• Lead SPF/ODF partnership and coordination
• Monitor, follow up, and evaluate projects that are implemented with SPF and ODF
• Liaison with program and cross-cutting units regarding the support for SPF and ODF partners
• Participate in the design and mainstreaming of policies, methods and tools for
(i) growth of a vibrant Afghan CS
(ii) partnerships between SCA programmes and relevant national CSOs
(iii) institutional capacity development of CS partners
• Be responsible for planning and coordinating capacity developing trainings and workshops for SCA’s CS partners as well as relevant SCA staff
• Provide capacity developing feedback and support to CS partners during different stages of results-based project management cycles with the assist the CS Coordinator
• Be responsible for monitoring, evaluation and follow up of SPF/ODF projects with support of the CS Coordinator
• Represent CSU in relevant meetings of CS networks and coordinating bodies
• Participate actively in SCA’s coordination efforts, especially SCA mainstreaming working groups
• Support SCA CS partners to engage their capacity to take an active part in advocacy
• Responses to queries for information from the public, non-governmental and governmental actors as well as SCA staff in regard of SPF/ODF with support of the CS Coordinator
• Participate in the development of applications, plans, budgets and reports
• As delegated by the CS Coordinator within CSU’s scope of work
Qualifications and Requirements:
• University Degree within relevant field (for example: Political Sciences, Development Studies, Social Sciences, International Relations, Business Administration, Economics or related fields).
• At least 5 years experiences and/or knowledge of practices and current theories about civil society, capacity development and results-based management.
• Excellent inter-personal and communication skills: speaking, writing, and listening, and effective reporting skills.
• Excellent organisational skills and good knowledge and/or experience of financial and administrative management.
• Ability to work both independently and as an effective team member.
• Ability to work in a capacity developing role, including respect for diversity, sound communication, mentoring and coaching skills.
• High sense of responsibility and a willingness to take initiatives.
• Ability to assess, analyse and synthesize information.
• Ability to set priorities and manage time effectively.
• Excellent computer skills, including command of MS Office (Word, Excel, and Power Point).
• Excellent oral and written communication skills in English, Dari and Pashto.
• Ability to carry out ad hoc translations from English to Dari and Pashto, and vice versa.
• Willingness to undertake regular field visits within the country
• To be an Afghan citizen.
