Afghanistan Justice Sector Support Program (JSSP), Multi Location
Communications Advisor
1. Assist in improving organizational communication and reporting within the Attorney General’s Office, Ministry of Justice, Supreme Court and Ministry of Women’s Affairs, as well as interagency communication with Ministry of Finance and other justice institutions.
2. Coordinate with the JSSP Subject Matter Expert and embedded staff in identifying the shortcomings in the organizational communications structure or the capacity of the justice institution. Develop an improvement plan in co-ordination with the justice institution.
3. Help the justice institution conceptualize the elements of organizational communications management and best international practices.
4. Develop training materials on organizational communications management based on international best practices with relevancy to Afghanistan and any applicable Afghan laws.
5. Conduct training in the justice institution.
6. Assist the justice institution in enhancing interdepartmental co-ordination.
7. Build capacity by providing day-to-day mentoring in the ministry on improving the human resource management.
8. Develop capacity of the Afghan colleagues to help in transition.
9. Ensure relevant departments critical to standing up an in-house training have the capacity to communicate properly to execute that implementation.
10. Provide regular reporting on work activities or other reports required by the project management.
11. Perform any other duties as assigned by the SME and chain of command.
1. Bachelor’s degree required in any field.
2. Degree or diploma in Organizational Communications/Law Enforcement/Journalism will be an asset.
3. Five years of work experience with at least three years of relevant experience of communications including law enforcement agencies communication and media relation..
4. Experience in conducting training for government officials is required.
5. Experience working in cross-cultural environments.
Knowledge:
1. Knowledge of current organizational communications trends and best practices.
2. Demonstrable knowledge of organizational communications, including law enforcement agencies communication and media relation.
3. Good understanding of capacity building within Afghan justice institutions.
4. Knowledge and understanding of the development sector.
Skills:
1. Excellent communication skills. Ability to communicate clearly and effectively verbally and in writing with staff at all levels of the organization.
2. Excellent written and oral in English, Pashto and Dari.
3. Excellent computer skills in using Microsoft Word, Excel and PowerPoint.
4. Ability to build effective working relationships remotely and quickly.
5. Ability to analyze complex situations and problems and identify an appropriate response to them.
6. Deadline oriented.
7. Ability to work independently, and as part of a team, to build relationships with partners and clients.
8. Development and management of an effective and motivated team.
9. Ability to manage conflicting priorities and balance a heavy workload.
10. Ability to train organizing press conferences and talking points
