General Directorate of Programs and Design, Multi Location
Under the direction of the of the Director, CTAP the Communications and External Relation Advisor is responsible for ensuring effective communications to promote all key program and project activities within Afghanistan, the region and global audience Including international donors, ministries and agencies. The incumbent is responsible for outreach to include ministries, agencies, consulates, and associations working under the direction of Director, CTAP he/she will play a key role in the communication of sustainable development, coordination and implementation of the Civilian Technical Assistance Program (CTAP).
The Communications and External Relation Advisor will be responsible for developing and implementing a range of advocacy strategies and material on behalf of CTAP operation. Under the supervision and guidance of the Direction, CTAP the Communications and External Relations Advisor will be involved in promoting and coordinating multiple communication campaigns that support the goals and objectives of CTAP that involve interface with the heads of ministries/agencies from multiple sectors of the Government of the Islamic Republic of Afghanistan.
Program Management:
• Develop and implement annual and long-term communications plan in line with the mission and charter of CTAP to ensure visibility of CTAP.
• Liaise with Ministers/Deputy Ministers, Directors, agency heads, associations, technical area leaders, donor and other stakeholders to promote CTAP through a variety of communication vehicles.
• Develop and maintain relationships with government entities and partner organizations, draft annual communication strategies and promote CTAP with other organizations.
• Creates communication packages that make significant contributions to the development of the pool of CTAP advisors by promoting international bi-lateral Agreements with regional countries to attract technical advisors to Afghanistan.
• Supports Director, CTAP in networking with Afghan Embassies and Consulates throughout the World to promote CTAP and attract Afghan expats to return to Afghanistan.
Policy and Advocacy research and assessment
• Develop and recommends communication and external relation strategies to help CTAP and its partners effectively navigate and impact regional, national and sub-national placement of Technical advisors.
• Keeps pulse on communication needs of CTAP program with the stakeholders to advance CTAP’s goals.
• Lead new initiatives to create and manage CTAP branding through advertising and media campaigns to promote CTAP with ministries/agencies and donors.
• Serve as CTAP lead on various advocacy programs.
• Develop and/or contribute to publication, speeches as required by the Minister, Deputy Minister and the Director, CTAP of the Ministry of Finance.
Coalition Building:
• Develops consistent communication with ministries/agencies organizations, donor and other audiences engaging in related capacity development programs.
• Defines and cultivates strategic partnerships with ministries/agencies, elected officials, appointed officials, staff, heads’ of donor organizations, and community leaders who share a stake in the outcomes of CTAP.
• Achieve agreed-upon campaign objectives and organizational strategies with pivotal stakeholders.
• Provide and coordinate technical information to partner organizations.
Fund Development:
• Work closely with the Deputy Minister of Finance/ Director, CTAP on communication Policy and Planning to increase fund raising activities that increase resources to support CTAP policy objectives.
• Seeks ways to identify and attract new donor resources to support and promulgate CTAP mission.
Other Duties:
• Be a bridge between the CTAP and the local and relevant international media and supports CTAP’s efforts to engage the media regarding CTAP’s work by developing press releases and in planning media strategies.
• Represent CTAP at conferences, meetings and other events.
• Associate with CTAP team to identify and create opportunities that support their advocacy efforts.
2.2 Nature and Scope of Assignment:
This position requires leading and managing the Civilian Technical Assistance communication Program and its team members, supporting a government-led capacity development program within the Ministry of Finance under the direction of the Director, CTAP. The successful candidate will have good communication skills to ensure effective dealing with external parties.
Deliverables:
• Develop communication manual and guideline for the CTAP.
• Facilitate the development, implementation and oversee production of communication and external relation materials ensuring appropriate technical and editorial review in English, Dari and Pashtu.
• Liaise with appropriate vendors including graphic designers, printers and web site developers.
• Facilitate program/project conferences and other events to promote the branding of CTAP.
• Provides communication support to the CTAP Director and Principal Advisors of CTAP.
• Develop effective communication tools to ensure strong communication with the external parties.
• Set agendas and facilitate meetings with the heads of ministries/agencies to promote CTAP.
• Maintain effective communication and conduct follow-up activities with the Minister/Deputy Minister of Finance, other ministries/agencies, partners, and donors.
• Prepares monthly communication reports to the Director, CTAP execution for onward distribution to other stake holders.
• Campaign CTAP advocacy on selected issues as defined in consultation with the CTAP team.
• Create campaign plans, creative tactics and events to promote CTAP.
• Bachelor degree, preferably in Business Administration, Communications/Public Relations.
• Prefer a Master’s degree or above in similar curricula as stated above.
• Minimum of 3-5 years experience in communications/Public Relations.
• Must be knowledgeable of local, national and sub-national political, economic and social challenges faced by the Government and people of the Islamic Republic of Afghanistan.
• The incumbent must possess in-depth knowledge and experience in the development and implementation of Communication tools, policy and strategies, speech writing, media relations, graphic design and delivery systems.
• Must be able to produce professional quality reports and presentations in English.
• Superior writing and presentation skills demonstrated in authoring position papers, reports and communications materials including speeches, presentations and publications.
• Must possess extremely strong oral and written presentation skills in English, Dari and/or Pashto.
• Exceptional interpersonal skills to engage stakeholders, potential partners and collaborators to work on projects of mutual interest.
• A team builder with the capacity to engage individuals from different organizations and interest points to collaborate on mutual interests.
• A self-starter, able to operate independently within a general framework with an evolving mandate.
