International Foundation for Electoral Systems (IFES), Multi Location
The goal of the Strengthening Political Entities and Civil Society (SPECS) program is to strengthen competitive, inclusive and credible election and political processes in Afghanistan through technical assistance to citizen groups, advocates and political entities. IFES SPECS will assist civil society groups to mobilize their constituents, prioritize top issues, advocate to political entities, candidates and elected officials on those issues, and report back to their constituents on progress. This is accomplished through training and consultation, community mobilization, advocacy and outreach, and networking.
The Community Mobilizer (CM) will perform the following tasks under supervision of the Provincial Program Officer and Kabul-based Program Manager (PM):
Responsible for the participatory community engagement activities implemented by SPECS. This includes oversight on all aspects of civil society partners’ work to identify and prioritize constituents’ issues.
Assist in identification, recruitment and selection of SPECS civil society partners.
Assist civil society partners with constituent outreach, including strategy and plans for outreach and mobilization.
Manage logistical preparation of community mobilization activities.
Facilitate consultations between civil society partners and local communities and other groups, where partners learn to identify and select policy and reform issues of interest to the public.
Support civil society partners in the development of advocacy action plans.
Provide mentoring and technical assistance to civil society partners to conduct advocacy campaigns on selected issues with political entities and election candidates.
Conduct networking and other activities (as resources permit) to build sustainable linkages between civil society actors at the sub-national and national levels.
Conduct ongoing evaluation of the advocacy and outreach activities, and civil society partners’ capacities.
Provide ongoing technical assistance and mentoring to civil society partners during the advocacy phase of the program.
Assist with training activities as required.
Conduct site visits to oversee activities of civil society partners.
Assist Provincial Program Officer in day-to-day office and program management
Assist in implementation of monitoring and evaluation (M&E) system for provincial program.
Provide all M&E reports to the Provincial Program Officer and Kabul staff in a timely manner.
Coordinate closely with National Democratic Institute (NDI) staff (SPECS program lead) where IFES – NDI collaboration is needed on advocacy activities.
Other work as requested by the PPC and IFES SPECS Civil Society Officer.
At least 4 years of relevant community outreach and mobilization experience, preferably related to civil society advocacy.
Experience with diverse outreach practices with professional track record of successful community mobilization and/or civil society advocacy efforts.
Experience with information and outreach campaigns, including media campaigns.
Experience with civil society networking and citizen participation is a plus.
Experience with training activities including seminars, training design, media, material preparation and presentation is a plus.
Prior professional experience in an international and/or civil society working environment is considered an advantage.
Knowledge of relevant software applications, including MS word, MS Excel, MS PowerPoint, and other MS-based editing and document layout-out applications.
Fluency in Dari/Pashto is required. Fluency in English preferred.
