The Construction Engineer position reports to the Construction Manager and is the main professional technical support in social and public infrastructure initiatives being carried out under the SWSS activity and in particular ensure that infrastructure built with SWSS funding is well sited, designed, and constructed, within budgets and in a timely fashion.
The Construction Engineer responsibilities include, but are not limited to, the following:
• Support the technical team in the training of SWSS partners (local government, communities) in the formulation of projects and procedures according to ARD and USAID regulations;
• Collaborate with technical team members as well as contracts/procurement unit in determining and reviewing the administrative and legal requisites of executing entities;
• Collaborate with the technical team and contracts/procurement unit in the preparation of requests for proposals to be distributed to executing entities;
• Collaborate with the technical team as well as cooperating partners in the review of proposals, location, plans, designs, budgets, and work quantities for each infrastructure project;
• Verify the prices of materials, equipment, and labor to be employed in PD and I projects taking place across the country;
• Work with project beneficiaries, implementing partners, local government engineers, and building contractors to prepare and implement quality assurance/quality control plans for all infrastructure projects;
• Ensure due diligence with the environmental checks required by ARD in the execution of all projects;
• Support the technical team in following up the material progress of projects;
• Support the technical team in follow-up of use of project financial resources;
• Present weekly reports to the Construction Manager;
• Support regional staff in technical issues;
• Maintain organized files (electronic and hard copy) containing all pertinent documentation on all infrastructure projects and participate in data input into the project database management system;
• Perform other tasks assigned by the Technical team.
EDUCATION: University degree from Civil Engineering Department. Master degree is highly preferable.
WORK EXPERIENCE: Minimum of 8 years experience in an equivalent position. Experience working in a similar position for an NGO or an international organization is preferred. Must have willingness to travel to ARD Afghanistan field offices on ARD business. Must also have the ability to work effectively in a fast-paced, stressful environment. In addition, must be flexible, willing to perform other duties and work irregular hours.
Work experienced of USAID funded project is a clear plus.
SKILLS: Working knowledge of English, both written and spoken. Working knowledge of MS Office Package. Knowledge of Engineering Software is clearly a plus, Able to communicate fluently effectively both verbally and in writing. Excellent interpersonal skills, including patience, diplomacy, willingness to listen and respect for colleagues. Must be capable of working both individually and as part of a team. Must also be able to create a supportive working relationship among all project teams.
LANGUAGES: Fluent knowledge of speaking and written English, Dari and Pashto.
GENERAL: Excellent analytical and organizational skills;
Willing to regularly conduct site visits to the project sites;
Strong diplomatic and interpersonal skills are desired;
Knowledge of USAID procedures is desired.
