WORK CONTEXT / BACKGROUND:
Establish School Improvement Plan (SIP) grants program for schools with good levels of attendance and with functioning Education Defense Committees (EDCs)
WV will work with EDCs and school leaders to establish the SIP grants program. The SIP program will allow schools to apply for grants based upon a determination of their own needs for school improvements. School leadership will work with the newly established EDCs to determine priorities for improvements. This activity will enhance communities’ sense of ownership of their schools, contribute to program sustainability, and ensure that schools are more equipped to provide for student needs.
PURPOSE OF POSITION:
This is a full-time, grant-funded position. The Construction Engineer will be responsible for designing, planning, supervising and technical inputs to the School Improvement Plan (SIP) for construction projects in schools. These projects are small and proposed by the School Administrative Councils and Department of Education (DoE) at provincial level. The Engineer is responsible for the overall implementation of these construction projects at both qualitative and quantitative and to be accountable for World Vision and Engineering department of DoE to ensure WV and DoE standards are in place at all aspects of the construction scope of work. There might be about 100 small construction projects such as boundary wall, store rooms, latrines, volleyball playground, digging water well and green areas within school compounds in Ghor & Badghis provinces. The aim is to bring positive changes in the quality of education and Increase community support for basic education through the implementation of SIP.

Technical Engineering Inputs 50%
Design, plan, and implement SIP construction projects in schools as proposed by school EDCs.
Ensure all required resources for each small construction project at school level are well estimated and planned for procurement.
Ensure the proposed project design by EDC of the school is aligned to DoE Engineering Department standards and necessary coordination secured with them.
Make sure construction and no construction materials required for implementing these projects are procured by logistics and provided in schools on time.
Accurate and complete Bill of Quantities developed separately for every single project and signed by WV and DoE responsible staff.
Ensure that project resources are well estimated, distributed over each school project and accurately utilized.
Supervise the quality of construction works and provide necessary on the job training for construction supervisors and masons.
Other necessary inputs concerning construction activities.
Reporting and Administration
20%
Monthly/Quarterly plan and reports are produced using the information provided by construction supervisors from both Ghor and Badghis provinces.
Ensure that construction supervisors develop plans and reports on weekly/monthly and quarterly basis.
Ensure that separate databases developed to capture all quantitative details for each project and up to dated.
Monitor and provide inputs in procuring construction materials.
Ensure that project Bill of Quantity is properly filed and kept for reporting purposes.
Develop all necessary monitoring and supervision tools used for construction projects.
Ensure each construction project is implemented on time by end of July 2014.
Personal Management 20%
Manage approximately 4 staff and provide oversight management for additional 8 staff.
Monitor staff performance and provide on the job capacity building for them.
Initiate and perform, with support from others, staff performance appraisals.
Coordinate and implement new employee project orientations and trainings.
Financial Management 10%
Ensure all construction projects are accurately estimated for required budget.
Ensure allocated budget to each project is accurately utilized to ensure project completion by the estimated budget with fewer changes.
Timely planned for procuring necessary non & construction materials needed for projects.
Liaison and Advisory
In coordination with project supervisor, ensure all project stake holders (Engineering section of DoE) are liaised well.
Maintain excellent relationship with DoE, EDCs, contractors and School officials.
Ensure SIP construction projects are aligned with government standards.
Knowledge, Skills, Abilities:
(The following knowledge, skills, and abilities may be acquired through a combination of formal schooling, self-education, prior experience, or on-the-job training.)
Education At least a Civil Engineering Diploma Certificate
Knowledge & Skills Excellent organizational skills; ability to manage and prioritize tasks.
Must have good attention to detail, all work must be checked.
Knowledge and experience in construction would be regarded.
Must be able to communicate well in English (oral and written)
Excellent relationship-building skills and the ability to interact effectively with diverse groups.
Ability to professionally represent World Vision to other organizations.
Computer literacy with good knowledge of MS Office applications
Willingness to travel throughout the project area required, with familiarity with the project area preferred. Preference will be given to former or current World Vision Afghanistan employees.
Experience 2-3 years of involvement in development programs including infrastructure rehabilitation projects.
Work Environment Able to work in a cross-cultural environment with multi-national and international staff.
The Construction Engineer will regularly have travel to the project sites to Ghor and Badghis. Team-house accommodation will be provided in Qala-I-Naw, Badghis, Chagcharan, Ghor only for field based staff.
