Move against Poverty of Women Organization (MAPWO) is a not-for-profit, non-political, and non-governmental humanitarian organization. MAPWO was established in 2016 to work alongside other national and international partners for provision of education, health, and other social services aiming to reach the most unreached and highly underserved pockets of the society and women empowerment focusing on alleviating the sufferings of the most vulnerable groups of the society in different community structures such as rural, urban, IDPs, returnees, etc. Since its establishment, MAPWO has worked hard to implement projects that ensure people’s access to quality and equitable education and health and other basic life services with focus on vulnerable group of society (women and girls).


Job Summary

Under the supervision of the line supervisor, the Construction Management Engineer carries out on-site supervision of work performed by Contractors to ensure the work is carried out as per the requirements stipulated in the contract, ensuring high standard of quality, timely completion, maintaining cost under approved budget, while maintaining transparency and integrity. The incumbent shall be responsible for:


Duties & Responsibilities

1. Coordination, Delivery and performance

1.      Coordinate with MoE and UNICEF technical teams about School Construction designs/ standards and maps and handover and explain those maps and standard designs to local contractors and field workers.

2.      Conduct daily and weekly visits to the site to monitor the quality of implementation considering the budget, time and quality factors in mind.

3.      Make sure the project implementation is well coordinated at PED, DED and community level to facilitate quick and quality implementation.

4.      Provide support and guidance to the contractor and assists in resolving site problems, as necessary.

5.      For construction, construction equipment and materials, conduct initial survey queries on sources to materials, ensuring quality and quantity is of economic value to the project.

6.      Essential knowledge of basic health and safety procedures in the workplace. Carrying out safety tool box meetings, safety inspections and risk assessments. 

7.      Coordinate with the local contractors and suppliers and inspect all materials delivered to site to ensure they meet the requirements of the specifications of MoE and UNICEF Technical documentation.

8.      Take corrective actions where the quality of materials delivered to site do not meet the specification requirements. Prepare detailed reports on deliveries made to sites.

9.      Check, verify the interim payments requests submitted by the Contractors and submit detailed reports to the line supervisor about the work performed.

10.  Perform any other tasks given by the line supervisor.

Monitoring and Reporting

1.      Daily coordination of site work with the contractors and suppliers according to the needs and requirements on site and in-line with the designs and standards of MoE and UNICEF.

2.      Inspect and report on Contractor’s works in progress ensuring that the Contractor meets the high-quality standards expected by MAPWO as per the Contract.

3.      Check contractors’ and suppliers set out and work, including compliance with Contract specifications and ensure that contractors and suppliers comply with their work plans to complete work within a specified time frame.

4.      Ensure specific quality standards are constantly met at all levels of construction projects.

5.      Work with various engineers and design experts for establishing procedures with time limits for the inspection, sampling and testing of works and all other QC/QA requirements

6.      Attend the project site(s) daily in order to monitor progress of works, identify issues and problems and to provide appropriate solutions through application of sound engineering standards, in consultation with the line supervisor.

7.      Check all laboratory reports, operation and maintenance manuals, and keep records and report to the Senior Project Manager accordingly.

8.      Assess and report on the project closing plans, as-built drawings, archiving of cost and progress reports and hand over all related reports to the line supervisor.

Quality Control/ Assurance

1.      Ensure the establishment of quality procedures including time limits for inspection, sampling and testing of works and other QC/QA requirements.

2.      Review all standard test forms to be used during laboratory tests, QA testing schedules and procedures and evaluate results as appropriate.

3.      Oversee and manage quality assessment of materials through regular and rigid laboratory tests.

4.      Review contractor practices and conventional methodologies and make recommendations where remedial action is required.

5.      Prepare progress reports on construction activities, according to the agreed timeframe of works and submit them to the line supervisor.

6.      Assess the work activities of contractors, measure completed work and make recommendations to the line supervisor for progress payments to contractors.

7.      Maintain records systematically, compile periodic reports and any specific reports required by MAPWO standard procedures.

8.      Evaluate and assess works schedules, programs, site plans including Construction Environmental Management Plan, Health and Safety Management Plan, Procurement Plan and any other relevant plans in comparison with the schedule baselines and report to the Senior Project Manager accordingly.

9.      Provide information and assistance to the preparation of high level Technical Reports for projects.

 

Knowledge Building and Sharing

1.      In consultation with project managers, review technical specifications and recommend standard construction specifications for all items of works for their effective use in project.

2.      Contribute to the project evaluation process, highlighting challenges associated with the project and feedback into a continuous improvement cycle.

3.      Provide training and knowledge transfer to national/contractor personnel, including advice on good construction and engineering practices, environmental management practices, and appropriate health and safety standards during construction.

4.      Contribute to the dissemination and sharing of best practices and lessons learned for development planning and knowledge building.

5.      Participate in the relevant Communities of Practice, actively interact with other PMs and the PM community to share case studies, lessons learned, and best practices

Impact and Results

The effective and successful achievement of results by the Construction Management Engineer directly impacts on the development and performance of the project. It confirms MAPWO’s role as a key and trusted partner to the Donor, and MAPWO’s position as a critical service provider, in all challenging work environments.

 


Job Requirements

EDUCATION:                       

Master Degree in Civil Engineering, or related field is required.

WORK EXPERIENCE:

A minimum of 5 years of progressively responsible experience in school construction and education sector construction work civil Engineer is required.

Knowledge and skills in using AutoCAD, MS Project/Primavera, (structure design software if any- preferred and is an advantage).

LANGUAGES:

Fluency in spoken and written English is required, Dari and Pashto languages are also a must.
