Under the supervision of the Infrastructure Manager - Mobile Team, the Construction Supervisor - Mobile Team will oversee construction of rural small-scale infrastructure with a focus on community-level wells and latrines in their assigned region.
• Directly observing or otherwise overseeing the construction of water supply, sanitation, and hygiene (WASH) infrastructure by construction contractors and/or communities;
• Coordinate with the Community Development Specialist, Provincial Coordinator, and/or Infrastructure Manager - Mobile Team to ensure local government and community mobilization and ownership prior to and throughout the construction phase, to include team visits to project sites;
• Ensure that projects identified by the local communities and government actors have appropriate designs and high quality construction;
• Alert the SWSS Infrastructure Manager - Mobile Team to any issues or risks to timely completion of infrastructure construction;
• Ensure consistent monitoring of construction projects and track construction progress against schedule;
• Survey existing conditions and take/transmit necessary measurements and photographs of the project site and construction implementation;
• Assist with concept proposals, design analysis and calculations, ground truthing proposed projects, specifications, project schedules, bills of quantities, and cost estimates as directed by the SWSS Water and Sanitation Infrastructure (WSI) team;
• Prepare and submit trip reports and updates on construction progress and schedules;
• Ensure that regional water and sanitation infrastructure activities are sited, constructed, and implemented according to design documents;
• Obtain signed receipts when equipment and materials are delivered and maintains files ready for inspection;
• Prepare and submit daily logs and reports as necessary;
• Review and recommend subcontractor payment requests;
• At construction completion, ensure that ensure that users are trained and capable of operating and maintaining new infrastructure;
• Ensure and document proper start up of installed equipment;
• Prepare and submit to Infrastructure Manager - Mobile Team project after-action report including problems encountered and how they were resolved;
• Contribute to SWSS’ list of high quality, vetted subcontractors who will be asked to bid on SWSS projects;
• Ensure environmental compliance procedures are followed in accordance with 22 CFR 216;
• Follow operational guidelines and procedures for SWSS WSI division;
• Work with project beneficiaries, implementing partners, local government authorities, and construction contractors to implement quality assurance/quality control plans;
• Maintain organized files (electronic and hard copy) containing all pertinent documentation on all infrastructure projects and participate in data input into the project databases;
• Participate in community-level PRA process as well as gathering baseline and end-of-project data;
• Provide project data and technical input to the Infrastructure Manager - Mobile Team in formats and on time to update the SWSS construction database; and
• Provide project information as requested to ensure information is broadly available and shared within the project, partners, collaborators, USAID and ARD Home Office.
Education:
• Civil or Water Supply Engineer.
Work Experience:
• Minimum 3 years prior experience performing similar functions outlined in the job description specially in construction of wells and pipe scheme.
Required Skills:
• Ability to read/write, communicate in English at level required for correspondence and discussions with local and international staff.
• Excellent interpersonal skills, including patience, willingness to listen and show respect to others.
• Capable of working independently and as part of a team in establishing a supportive working relationship with other staff.
