WORK CONTEXT / BACKGROUND:
World Vision Afghanistan has been working in Badghis province for more than10 years addressing health, education and livelihood issues. The relationship the local government is very strong which proved with the MOU with various government departments in the province level. Together with the government and the communities in the target areas, World Vision Afghanistan has been working to achieve the goal of WV Afghanistan for the period of 2012 – 2014 that is improving survival and wellbeing Afghan girls and boys, building the foundations for a better future for Afghan children and their communities.
The AACRS (Australian Afghanistan Community Resilience Scheme) project is a four year project funded by the Australian Department of Foreign Affairs and Trade (DFAT). This project has wide range intervention ranging from livelihood, small scale irrigation, processing of agriculture product, and marketing components. The project’s end of program outcome is improved livelihoods of communities and families in Badghis which are sustainable and inclusive of vulnerable groups. End of program outcome is supported by three intermediate outcomes that is 1) families are more food secure; 2) producers sell more products in existing and new markets; 3) The vulnerable, including women headed households are benefitting from project initiatives.
Number of beneficiaries will be benefitted from this project is 12,550 households in 104 villages in the district of QiN, Qadis, Ab Kamary and Moqur. Project activities will be implemented in partnership with CDC (Community Development Council) and other government institutions who are working on agriculture and livestock, irrigation, and rural rehabilitation sectors. To encourage women actively involved in this project, the project will work closely with the Department of Woman Affair (DoWA).
PURPOSE OF POSITION:
To design, plan, coordinate and ensure quality of project activities of AACRS project in Badghis province.
Project implementation
1. Supervise foreman and daily laborers on day-to-day basis, building their capacity and providing support to strengthen their skills
2. Develop and maintain good relationships and lines of communication with relevant local communities, explaining World Vision Afghanistan role as an NGO and liaising with them during all phases of the project
3. Report to the Construction Engineer in the implementation of projects as planned according to developed technical standards, schedules and timelines. Coordinate with the Construction Engineer in any changes need to be made when the design and technical drawing does not fit to the existing construction site
4. Ensure good quality and accuracy of every constructed facility.
5. Update and prepare weekly report from irrigation construction projects progress.
6. Monitor and direct the project activities to meet the project objectives in terms of quality of work and within the agreed timelines.
7. Take all the necessary measures in order to maintain positive working relationships and a good environment, upholding the rule of safety first in order to prevent accidents.
8. Develop and maintain efficient information systems about the on-going construction works, for the Cash for Works with the Site Engineer.
9. Perform any other duties as assigned by the Construction Engineer.
Project Monitoring
1. Provide weekly construction progress report to the Water Engineer
2. Provide onsite warehouse report/ the use of construction materials (cement, etc)
3. Conduct facility testing to ensure the infrastructure facilities are well function
4. Seek support from the M&E advisor in developing monitoring capacity of CDC
Education
1. Engineering diploma is preferred
2. Vocational school graduate on civil works
Knowledge & Skills
1. Excellent organizational skills; ability to manage and prioritize tasks.
2. Must have good attention to detail, all work must be checked.
3. Knowledge and experience in construction is a necessity.
4. Willingness to travel throughout the project area required, with familiarity with the project area preferred.
Experience
2-3 years of working with construction projects especially in irrigation project
At least one year supervisory experience preferred
