Job Summary

Supervising and monitoring the implementation of the daily building and rehabilitation activities in the project, according to MSF standards, protocols and procedures in order to ensure the efficient running of the project.

Duties & Responsibilities

Task and Responsibilities

·          Supervising and monitoring on a day-to-day basis the implementation of the building and rehabilitation activities in the project ensuring compliance of MSF standards, protocols, and procedures. This includes the following tasks: 

o  Analysing, according to customer requirements and MSF programs, the needs for construction/rehabilitation works and reporting to the line manager accordingly, in order to provide the necessary information to find an appropriate and efficient solution, including planning of (financial, technical, material and human) resources that meet the mission needs.

o  Supervising and following up through regular visits the work of construction and/or rehabilitation in progress, in order to ensure deadlines, budget and technical specifications and to early detect potential deviations.

o  Negotiating agreements and permissions for construction/ rehabilitation projects, establishing regular contacts with local authorities, in order to ensure all required documentation is filled upon and to avoid delays.

o  Organizing and supervising call for tenders (architect office, company tendering) activities in order to ensure the best technical and financial conditions.

·          Planning and supervising the HR processes (recruitment, training, performance evaluation and internal, external communication) of the construction and rehabilitation workforce in order to ensure both the sizing and the amount of knowledge required for the activity.

·          Supervising and leading the logistic team under his/her responsibility including the definition of each person's tasks (daily supervision and checking the quality of their work); drawing up working schedule; organising and leading team meetings

·          Providing monthly activity reports and implementing reporting practices and protocols in order to ensure that all vehicle documentation is in order and inspection reports are filled in by the drivers.

·          Performing delegated tasks according to his / her speciality and as specified in his/her job description.

MSF Section/Context Specific Accountabilities

·           Ensure compliance with the Mission policies, procedures, and protocols in his/her field of expertise.

·          In collaboration with the logistics manager, the construction supervisor implements construction and rehabilitation-related activities following MSF process and protocols, e.g. following the construction PROCESS.

·          Tender Documents: Prepare and review tender documents, ensuring all specifications and requirements are clearly defined.

·          Conduct comparative bid analyses to evaluate and select the best contractors and suppliers based on cost, quality, and timelines.

·          Project Management: Supervise construction activities, especially rehabilitation of load-bearing structures, to ensure projects are completed on time, within budget, and to the required quality standards.

·          Compliance: Ensure all construction activities comply with relevant regulations, standards, and safety protocols

·          Coordination: Collaborate with ATU, Logistics manager, contractors, and other stakeholders to ensure smooth project execution.

·          Reporting: Maintain accurate records and provide regular updates on project progress to senior management

·          Problem Solving: Address any issues or challenges that arise during the construction process promptly and effectively with consultation of the Logistics Manager.

·          Willing to stay on the construction site with overnight. 

·          Follow MSF security protocols.

·          Follow-up and supervision of construction and rehabilitation-related activities in collaboration with his/her line manager and project team, e.g. site supervision (quality control, cost control, schedule management, etc)

·          In collaboration with his/her line manager, support during tender processes and contract follow-up for all construction and rehabilitation-related works

·          Assist in the development and follow-up of construction drawings, including architectural, engineering, and work specifications, according to MSF standards as defined by the Mission Construction SOPs

·          Ensures up-to-date daily construction/rehabilitation records/LOGBOOK with clear timeline, e.g. what is in progress, what is done, what is pending, challenges, recommendations, etc.

·          In collaboration with his/her line manager, participates and leads in training and briefings of the health facility maintenance responsible.

·          Prepare daily worker weekly request and payment sheets for approval by his/her direct line manager.

·          Ensures all MSF tools and equipment are followed, e.g. carry out regular inventory of materials, tools, and equipment.

·          Provide day-to-day support to the project in his field of expertise for all Construction and Rehabilitation related matters, in accordance with the mission, Construction policies and standards as defined by the line Manager.

·          In collaboration with his/her line manager, performs technical assessment and provides recommendations, advice, and support to the project teams in his/her field of expertise.

·          In collaboration with his/her line manager and project team, defines construction/rehabilitation estimate budget.

Job Requirements

Minimum Requirements and Competencies

Education        Essential, secondary education; desirable Engineering or construction diploma/education         

Experience       Proven 5 years’ experience as a construction supervisor or similar role.

                          Strong knowledge of construction processes, materials, and legal regulations.                                     

                         Proficiency in preparing tender documents and conducting bid analyses.

                            A strong working experience with load bearing structures and steel structures.

                            Excellent organizational and leadership skills.

                             Strong communication and interpersonal abilities

                              Ability to work under pressure and meet deadlines.

 Languages                English essential. Dari and Pashto essential.

 Knowledge                 Computer literacy, familiar with AutoCAD
